Personnel Board Meeting <br /> Minutes of April 30 , 1990 . Page 2 <br /> Waterway Administrator Position <br /> Selectman Gottleib met with the Personnel Board to discuss the reasons <br /> why they want to combine the Harbormaster , Shellfish and Herring Warden <br /> into one department . -.. He said that he has been the one pushing it and <br /> wanted to do it a couple of years ago., The combination will provide a <br /> level service to what they gave last year and increase efficiency . It <br /> will take two department heads -- one full-time and one part-time : There <br /> will be four seasonal full-time waterway assistants . It will keep hourly <br /> assistants that helped out in both departments and you will end .up with <br /> 114 less people <br /> Selectman Gottleib said that it will pick efficiency back up -- rather <br /> than have a Shellfish Constable and a Harbormaster ; you would have one <br /> person doing both jobs . <br /> He said that they are looking t6 make the change at a special town meet- <br /> ing to have it filled at an annual . Discussion centered around the <br /> omnibus budget. -- the selectmen ' s budget includes department_ consolida- <br /> tion ; the Finance Committee recommendations did not combine in their <br /> budget but they do support it , Selectman Gottleib told the Board . <br /> Selectman Gottleib said that the support of the Personnel Board would be <br /> appreciated and help'ful . ,Manny Glickman asked if there are any negatives <br /> and what are they . Selectman Gottleib said -that the comments have been <br /> that .the two. functions do no:t belong together . He said that it works <br /> in fo�u:r`other towns --- Bourne , Harwich , Orleans and Eastham . <br /> Selectman Gottleib said that the Town of Mashpee has been working on a <br /> harbor management plan for . 1l years . They have an adopted plan for the <br /> annual in the Fall ,,for mooring areas , shellfish areas , policing , etc . <br /> You would not have separate departments to have it one way or another . <br /> Selectman Gottleib said that we should not have professional personnel <br /> to have disagreements with one another : Comments have been that he has <br /> trying to. make the change too fast . 'He said that there will be a transi- <br /> tion period : The current personnel would still do their jobs . Manny <br /> asked if he were saying none of the individuals could do the whole job? <br /> Selectman Gottleib said that there is an inside .candidate capable of doing <br /> the job . <br /> Someone asked why they didn ' t oversee Conservation . Selectman Gottleib <br /> said that you could extend this to be a Natural Resource Department and <br /> bring Conservation in , He said that Jeff thought there was a possibility <br /> of . some efficiency . There is also a possibility of a Planning and a <br /> Natural Resource Department . <br /> Leo Turo said that he has a. hard time correlating the harbormaster and <br /> shellfish position . He said that .he does not agree with Selectman -, <br /> Gottleib ' s proposal . <br /> Chairman Sullivan questionned the savings by combining the departments . <br /> He commented that they will need more support personnel , they will need <br /> an office , a computer , a piece of property and security for material . He <br /> asked where they expected to put the moorings? Selectman Gottleib said <br /> that the D . P .W. has secured space. He also mentioned that Kevin has an <br /> offer to utilize property for boat storage in Waquoit and they are looking <br /> into Popponessett , <br />
