Personnel Board Meeting Minutes of April 30 , 1990 Page 4 Article 15 - Upgrade of Administrative Assistant: Chairman Sullivan advised the Board that Kevin Harrington is against this position being upgraded . Ben Lofchie said that the Personnel Board should not be in favor of this 'article as there is no job description change and the position does not warrant a four grade increase . Manny Glickman agreed . All Board members were in favor of not recommending the upgrade. of this position commenting that it would be an 8% increase.. Article 16 -- Increase of Hours for the Personnel Assistant , Manny Glickman moved to accept this : Ben will move the article . .lane will second the article at town meeting . Article 17 - outreach Coordinator . Chairman Sullivan said that the Board was looking at Grade 8 in their recommendations . Discussion centered .around the Board amending Article 17 to lower it to a Grade 8 . Manny Glickman moved to .reject Article 17 as written and to seek an amendment to Grade -8 . Jane Stockbridge seconded. Ben opposed any in- crease . All in favor . Article 23 -- Creation of part-time position .for the Water District -- The Board decided that there - was no action needed by, them as this article was submitted by the Treasurer ; however , they agreed to support it . Letter from Town Counsel The Board reviewed a letter dated. April 23 from Town Counsel regarding health insurance for Special Police Officers . Town Counsel did not rule in favor of special police officers being able to receive . the town ' s health insurance . The Board discussed that fact that the name "special " is being used wrong .as these police officers have been working year-round since Februaryof 1989 . The Personnel Assistant said that she gave a copy of Town Counsel' s ruling to the Police Chief who will discuss this with Town Counsel . The Board reviewed another request from Kristin Roberts for health insurance . She is an 18 hour employee who works as a Special Police Officer in addition to her regular hours . They asked that this request be brought to the atten- tion' of Town Counsel .and the Board of Selectmen . Increase of Hours - Assessing Clerk The Board reviewed a memo from the Executive Secretary dated April 26 rel'a tive to the request .of the Director of - Assessing to increase the hours of the Assessing Clerk to 15 hours weekly in order that she receive vacation and sick time . The Executive Secretary states that he i,s not in favor of increasing the position . 4 -Lifeguardq Positions' ., The Board was advised that the position of Lifeguard (s ) job advertisement had closed : Dean Driscoll -requested that the liaison for his department partake in the interviewing process .
