Gerry Potamus from Falmouth was present. He distributed the new, draft DEP discharge <br /> regulations article. <br /> Gerry has heard they were approved. The primary focus is on Zone II's and the <br /> advanced level of treatment that will be needed. There are suggestions for treatment <br /> at the well heads. There will always be septic treatment dishcarge, so for public health <br /> purposes, treat the water at the well head. <br /> Popoonesset Pilot Project: there is no final report yet. <br /> Private Developments: there is nothing new. The Assisted Living project on Rte 151 is <br /> probably dead as a result of the zoning article defeat. <br /> Smart Growth working group: next meeting is December 1 1 th. <br /> Gerry Potamus presented the goals and initial guideance re: MMR. It lays out the <br /> principals agreed to. The next step is to get the surrounding communities to sign it-it is <br /> a non-binding agreement. <br /> There is no mention of cost share; it is.just discussed treatment. They will discuss disposal <br /> at a later date. <br /> MMR is concerned.about land for disposal, not knowing their future development plans. <br /> Tom asked if there was any discussion of the pipeline to the Canal? <br /> Gerry said the thought is environmental groups would raise concerns about all of the <br /> discharge going to the Canal. Potentially, communities who nitrogen is already going <br /> to that area would be allowed, for the rest it is probably off limits. An ocean outfoll <br /> may have to be looked at. <br /> Tom asked how it is envisioned that a facility at MMR would be managed? <br /> Regionalization has appeal but how will that happen. <br /> Gerry said that has to be worked out amoungst the communities participating. It could <br /> be State, Federal or even County run facility. He can see it Bing run jointly between the. <br /> 5 entitites because of concerns over conceding authority. <br /> He does not know, at this point, what MMR wants for in kind payment to go over there <br /> and use their plant. <br /> Tom said pumping water up there and back is costly. <br /> Gerry presented a map of scenarios for Falmouth; area where 100%n sewering is <br /> proposed, areas where portions need to be sewered and other "potential" area. <br /> The Falmouth County Club site was bought specifically for a plant and disposal. <br /> Tom said there are areas that need 100% removal of existing wastewater, not just 100% <br /> sewering - 100% nitrogen removal. <br /> Stearns and Wheler is looking at 2 potential injection well locations, along the golf <br /> course and along Rte 151 . It is a higher level of treatment but fewer households need <br /> to be sewer but it comes with a cost as well. S & I W is studying it. <br />
