i <br /> Town of Mashpee <br /> Board of Sewer Commissioners <br /> Meeting Minutes <br /> July 22,2009 <br /> Present: Chair-Tom Fudala,Vice Chair-Matt Berrelli <br /> CALL TO ORDER <br /> The meeting was called to order by Chairman Tom Fudala at 4:30 p.m. <br /> AGENDA ITEMS <br /> Final Review of Unified Data Base and 5 Wastewater Facilities' Scenarios: <br /> Ed Eichner, of the SMaST,presented a timeline of their work and discussed issues encountered. <br /> In 2004 and 2005 the MEP models were released, containing both the land use (Mashpee& <br /> Falmouth200l/Barnstable& Sandwich 2000)and the water use. An on-site denitrification <br /> system scenario was done for the DEP Popponessett Bay Pilot Project in 2006 using the MEP <br /> model that contained the land use and water use information. In 2007,the Sewer Commission <br /> identified 5 scenarios,which the Commission's consultants developed and delivered between <br /> March and July,2008. Information about the scenarios' nitrogen loads was forwarded to the <br /> technical team with some revisions. At that point,the MEP technical team noticed that there <br /> were differences between the Stearns&Wheler and Lombardo results. In particular,the <br /> differences as it relates to the existing conditions needed to be resolved in order to compare the <br /> results of the scenarios. It was also discovered that there were different existing conditions in <br /> build out than there were in the MEP model, creating a concern about how the MEP model <br /> would be applied with the new information. In August of 2008,an agreement was struck <br /> between SMaST and the MEP technical team to correct the differences by creating a unified <br /> database,which then highlighted an issue of the way in which some parcels had been assigned to <br /> different watersheds. In February 2009, it was agreed that the unified database would be created <br /> with the Cape Cod Commission providing GIS services. In April,the initial version of the <br /> unified database was received from the Cape Cod Commission. From April until June,the <br /> QAQC was completed and database refinement occurred. In late June, it was determined that the <br /> QAQC was complete and existing end loads in both the Lombardo and Stearns&Wheler <br /> scenarios matched. Results of the unified database were forwarded to the consulting firms for <br /> their review. SMaST is now seeking confirmation from the Commission that there are no <br /> changes to the scenarios to which Chair Fudala responded that there are no changes from the <br /> conceptual scenarios. <br /> Bill Hall, of Stearns&Wheler, indicated that they have not spent a lot of time reviewing the <br /> information and was awaiting direction from the Sewer Commission but did not indicate the <br /> need for any changes. Gary Rubenstein,of Lombardo Associates, stated that they have not <br /> completed their review of the database and had based their scenarios on the old information. <br /> Lombardo Associates would like more time to confirm that their scenario does not require any <br /> changes, which will be completed next week.
