Status of Lombardo &Associates Tasks:
Pio Lombardo indicated that the unified database looked fine but he planned to take a closer look
to ensure that the numbers match. Mr. Lombardo shared with the Commissioners recent photos
from the Waquoit Bay Reserve Center showing the effectiveness of the Nitrex groundwater
treatment barrier. The barrier is removing the nitrogen as depicted in the photo, showing no
vegetation in the area of the barrier. Chairman Fudala questioned the volume of water being
treated to which Mr. Lombardo responded that the analysis has not yet been calculated because
this was a demo. The Chair inquired about plant around the corner at Main Street Village,to
which Mr. Lombardo responded that the systems were functioning well and the treatment of
nitrogen is averaging 3 mg/1 in effluent. Although the system is monitored electronically
continuously, an operator comes once per quarter. Chairman Fudala questioned the ability of on-
site facilities to manage pharmaceuticals and hormone disruptors. Mr. Lombardo responded that
the Malibu installation was designed to treat for emerging contaminants, which has been
successful through the use of UV and ozone. The system has met the carbon based standard
required by DEP. The Chair asked Mr. Lombardo about the costs associated with the Nitrex
scenario and he responded that they were included and were conservative. He further
recommended that to treat for pharmaceuticals and hormone disruptors, one would want to use
the best technology available.
Discussion of Funding Situation:
The Chair discussed required projects, such as intensive archeological surveys of discharge sites
or additional contract work with Lombardo Associates, such as additional Nitrex work, which
were not included in the RFP and therefore have no existing funds available. The Chair asked
Tom Cambarreri of the Cape Cod Commission if those projects are Eligible for funding from the
Commission's DRI funds. It was confirmed that a request could be sent to the Cape Cod
Commission for consideration and should be addressed to Patty Daily. It was also confirmed
that planning work is a viable candidate for the funds.
SRF Loan Payments Update:
Mr. Fudala indicated to Bill Hall of Stearns &Wheler that money has been received from the
SRF loan so payment will be forthcoming for the last two bills.
Status of Discussions with Mashpee Water District, Selectmen and FinCom:
Mr. Berrelli reported that a meeting occurred with members of the Board of Health,Board of
Selectmen and Finance Committee to further discuss ways in which representatives can become
more involved with the issue. The Town Manager and some of the Selectmen expressed interest
in attending future meetings. The possibility of creating a larger Commission was also
discussed. It was recommended that a representative from the Board of Health be more involved
with the Sewer Commission. Changes to the Commission would require a vote at Town
Meeting.
CCWPC Items:
No updates.
3
