New Developments/Existing Development Requiring Wastewater Treatment Plants: <br /> Regarding Mashpee Village, an agreement has not been made with Southport so they will <br /> proceed with their own groundwater discharge permit. The Commissioners expressed concern <br /> about the expense of creating another private treatment plant in such close proximity to other <br /> treatment plants. The DEP will be considering the project. The Chair suggested approaching <br /> Kevin Olson and the project consultants to consider working with the high school site. It was <br /> unclear why Mashpee Village chose not to tie up to the Southport plant. The property located <br /> nearby that was originally intended for an assisted living facility is for sale again and may result <br /> in additional needs in the future. <br /> Barnstable County Collaborative Smart Growth Working Group Update: <br /> The final report is complete. <br /> Falmouth Issues: <br /> NMR Meetings-The Chair announced that the Board of Selectmen voted to sign the agreement <br /> among the upper Cape towns to consider a treatment facility plant on the military base. Mr. <br /> Berrelli added that Sandwich and Bourne have not yet signed the agreement but that Falmouth <br /> has supported it. A follow up meeting will be scheduled once all towns have signed the <br /> agreement. The Chair expressed concern about recent editorials and letters to the Selectmen <br /> regarding urine diverting toilets. It was noted that the Town is working on wastewater plans and <br /> that all options are being considered. However,the Town needs to utilize proven technology that <br /> is legal or acceptable to the State. Mr. Berrelli agreed that open minded thinking is important but <br /> that the costs and numbers are critical to making the best choices for the-Town. <br /> SMaST Waquoit Bay MEP Modeling-The Chair stated that the contract was received for the <br /> MEP modeling for Waquoit Bay proper. Originally scheduled for the spring,the target <br /> completion date is now June 2010. The Chair questioned why and whether or not preliminary <br /> info would be available to determine if the Eastern Waquoit model requires adjusting. Mr. <br /> Howes responded that the Eastern Waquoit system is run different from the main body of water. <br /> He further stated that Quashnet would take more time than the others. The highest quality of <br /> water is in Waquoit Bay. The system is somewhat protected by circulation. Mr. Howes <br /> indicated that the delay has been related to establishing a contract with the State and he has just <br /> received a call allowing him to move forward. The Chair questioned the June 2010 completion <br /> date which W. Howes confirmed. Mr. Howes also confirmed that Waquoit has a good priority <br /> ranking but noted that there are 40 estuaries to be considered. The Chair expressed concern <br /> about the modeling but Mr. Howes indicated that he expects the estimates with the modeling to <br /> be accurate and stated that he would have more information about scheduling in September when <br /> he returns for the presentation. <br /> Stearns & Wheler Groundwater Modeling Report for Falmouth Discharge Area-The Chair <br /> indicated that he was in receipt of the report. The shared watershed project,funded by the Cape <br /> Cod Collaborative,was an effort to determine if the Falmouth Country Club site had the <br /> potential to be a shared resource for treatment and discharge. It was determined that there were <br /> constraints on the Country Club from serving a wider area, such as Mashpee,because resulting <br /> nitrogen loads to Waquoit Bay would be too high and it does not even have the capacity to <br /> service the Falmouth area at build out condition.
