r <br /> Town of Mashpee <br /> Board of Sewer Commissioners <br /> Meeting Minutes <br /> September 15,2009 <br /> Present: Chairman Tom Fudala, Clerk Don Desmarais <br /> Absent: Vice-Chairman Matt Berelli <br /> CALL TO ORDER <br /> The meeting was called to order by Chairman Tom Fudala at 7:01 p.m. <br /> AGENDA ITEMS <br /> Status of Stearns &Wheler Tasks: <br /> Bill Hall of Stearns&Wheler reported that he contacted SMaST regarding the status of their four <br /> scenarios. SMaST indicated that they were working out some questions related to the database and the <br /> Lombardo scenarios. Mr. Hall's sense was that the Stearns & Wheler scenarios could be analyzed. <br /> Mr. Fudala reported that Ed Eichner was expected to deliver a report at the next meeting on October <br /> 20. <br /> Regarding the Regina Villa contract, Mr. Hall questioned how the town wished to disseminate <br /> information. Mr. Hall will follow up with Jeff Gregg and provide Torn with more information. <br /> Status of Lombardo & Associates Tasks: <br /> Regarding the scenarios, SMaST needed to clarify the locations of Lombardo's discharge areas. It was <br /> discovered that the original work was based on an out of date version of the database which has since <br /> been corrected. <br /> Discussion of Funding Situation: <br /> Mr. Fudala reported that the Cape Cod Commission has $477,082 in an escrow account to be used for <br /> nitrogen reduction in Mashpee from previous DRI projects. Tom Cambarreri of the Cape Cod <br /> Commission stated at the last meeting that the funds could be used for planning projects as well as <br /> facilities. Mr. Fudala recommended that the Cape Cod Commission be asked to approve use of the <br /> funding for archeological studies which were not anticipated during the RFP process. The proposal for <br /> the Transfer Station site was $8,000. Additional sites include the Ashumet Road site, Red Brick Road <br /> site and the New Seabury golf course site. Mr. Fudala requested that the Sewer Commission vote to <br /> apply for funding in the amount of$24,000 from the Cape Cod Commission to complete three $8,000 <br /> studies. The request will be forwarded to Patty Daily. <br /> Motion made by Mr.Desmarais to authorize the Chair to seek$24,000 from the Cape Cod <br /> Commission's nitrogen reduction escrow account. Motion seconded by Mr. Fudala. All voted <br /> unanimously. <br /> Status of Community Advisory Committee Membership: <br /> The role of the Community Advisory Committee is to serve as a sounding board for the Sewer <br /> Commission regarding projects and is a requirement of MEBA. Mr. Fudala has provided a listing to <br /> the Commissioners of all of the Committee members to include representatives from Mashpee town <br />
