MINUTES OF GROWTH STUDY COMMITTEE <br /> .......... <br /> October 6, 1982 <br /> Present: Chairman Richard Terry, Sel. Jean Thomas, Michelle Stone, Richardson Jonas, <br /> Harold Collins, Lenore Anderson, Sel. Chester Garland, and Brian Barber of <br /> Interchange. <br /> Chairman Terry convened the meeting at 7:15 and recognized Brian Barber to give his <br /> report. <br /> Brian Barber handed each member of the committee a 3 page set of projections for <br /> the Town of Mashpee. These projections were set forth in figures, charts and <br /> graphs, and extended to the year 2000. Mr. Barber pointed out that probably the <br /> most important figure for this committee was on page 3, under "Developed Land in <br /> the Year 2000". When this materializes, the entire character of the town will be <br /> changed. He assumes that this increased land coverage will encompass increased <br /> P.U.DIS (planned unit developments) . Sel. Thomas asked if the undeveloped figure <br /> included bogs, wetlands, etc., that could not be developed. Mr. Barber responded <br /> "yeses, <br /> Brian Barber stressed that these figures should not be regarded strictly as a fore- <br /> cast, but should point out what would happen if the present trends continue. He <br /> noted that in 18 years, the town would have a population of almost 35,000 residents <br /> in;the,,tummer. <br /> Mr. Barber pointed out that the chart on page 2 shows not dramatic jumps, but a <br /> steady increase. He then showed a "Village Concept Drawing"# and asked for com- <br /> ments from the committee. <br /> Chm. Terry stated that the Rt. 28 rotary seems the logical place for the center of <br /> town to develop, and there is already commercial zoning in that area; isn't that <br /> true? Brian Barber concurred. Chm. Terry then asked if it was desirable to have <br /> one big area, or several small, village type centers? Brian Barber said that was <br /> the kind of decision to be made now - and it is a big decision. <br /> Chm. Terry asked if another area should be projected to direct commercial develop- <br /> ment towards? Mr. Barber responded that should be addressed in the future, but the <br /> present charge is to plan for the expansion of one area. <br /> Chm. Terry asked if the C-i zones should be kept intact, or should a new zone be <br /> created for apartments? Mr. Barber said he would recommend creating a new zone for <br /> apartments - seperate from commercial. Mr. Terry asked bow much land would be needed <br /> for that? B. Barber said that must be determined - how much should go to apartments <br /> as opposed to that needed for office and service space. <br /> Sel. Thomas asked how much area is included in C-1 now? Mr. Barber: approximately <br /> 90 acres around the rotary, 200 acres in the whole town. <br /> Chm. Terry said that C-1 requires 40,000 sq. ft. lots - what if you have a lot in the <br /> zone that is less than that? Mr. Barbermspondod that you can't build commercial <br /> buildings on your lot. Mr. Collins said it would be possible to go to the Board of <br /> Appeals. <br /> Chm. Terry asked what size lots should be required for apartments? Mr. Barber said <br /> that must be determined. Sel. Thomas asked if some of the C-1 area should be con- <br /> verted to apartment zoning? Mr. Barber, pointing to the drawing, indicated he feels <br /> the power line easement would be a logical boundary - but the committee might want to <br /> consider pushing farther south on Route 28. Dick Terry asked if this zone should in- <br /> clude only apartments, or what else? Mr. Barber sesponded: low density housing of <br /> any kind - be townhouses on 22,000 sq. ft. lots. <br />
