GROWTH REVIEW COMMITTEE <br /> MINUTES <br /> November 14-1,2203?; <br /> Present: Richard Terry, Chairman; Members: Michelle Stone, Richardson Jonas, Sel. <br /> Chester Garland, Said,. Jean Thomas, Harold Collins, Pa,uline DeLary; Town <br /> Engineer Charles Rowley, and Consultant Brian Barber. <br /> Absent: Earle Marsters, Michael Makunas, Lenore Anderson and Constance Courtemanche. <br /> Chairman Terry convened the meeting at 7:05 and briefly recapped what had happened <br /> at the last meeting of this Committee. He reviewed the conclusion arrived at at <br /> that meeting, and which advice had been passed on to Mr. Barber: stay as of apart- <br /> ments. <br /> Brian Barber then passed out an 8 page package of sketches to each member present, <br /> showing fbtrjassibli XWdKof development around the rotary. Each possibility was <br /> shown, on a close-up, ;.Lind an overall view. These included; <br /> 1) Country stores and trails; Color-Code: <br /> ewe) Roadside Commercial Strips; TU - ComArcial <br /> 3) Suburban Center; Green-Conservation <br /> Yellow - Residential <br /> 4) Village Center. Blue - Toiai-owned Land <br /> Mr. Barber Btated that before adopting any plan, you hamv to first figure out what <br /> you can't do, based on certain basic constraints. You 1mve to consider: <br /> 1) Topography, 5) Setback corridor (want to <br /> 2) Road patters, increase over 300 feet?) <br /> 3) Parcels of land, 6) Town-owned and/or Conservation <br /> 4) Westlands, Land (may not be developable) <br /> 7) Present on (all showl"i is C 1) <br /> Mr. Barber then elaborated on the alternatives he had presentediN #1, (Co untry Stores <br /> and Trails) is similar to the present Naracter of the area....small districts of <br /> 3 or 4 stores each, connected by walking trails. faded. Thomas coinmente(,,1 that by <br /> looking at the color-coded map, it would appear that there is a lot of Conservation <br /> Land, but pointed out that some of that will be developed in different ways in the <br /> future. <br /> Barber continued that looking at #2 (Roadside Commercial Strips) , this kind of"' <br /> development leads to "wasted land behind the strips, and this is what happens without <br /> planning. <br /> Mr. Barber indicated that Plan #3 (SUburban Center), allows for another shopping cen- <br /> ter to be develaped, or hotels and motels. It does improve on the strip development, <br /> as it compacts it. But it is still roadside development,, <br /> #4, (Village Center) holds a number of attractions... t sl),ows new roads, bike paths, <br /> townhouses (wjth 3 units per, acre) between Route #28 and Great Neck Rd., with an. <br /> actual Village Shopping Center allowing for parking in most cases behind the stores. <br /> it provides for good traffic control both in egressing and ingressing, and within We <br /> shopping area. It also encourages pedeptrian traffic. It allows fox, higher density. <br /> residential development around the shopping area. A mix of activities keeps things <br /> lively; Mry Barber compared it with Mystic Village. He would be glad to show slides <br /> of that at a Public Hearing. It would require some zoning changes. The advantage <br /> for Mashpee is that it would be dealing with one primary land-owner* <br />
