Yes, <br /> and Mr. Barber so indicated on the map. <br /> Mr. Barber acknowledged that the plan does not consider engineering problems, but <br /> only suggests a design. He said developers would probably pay for the new road. <br /> Sel. Thomas asked about a water system. Mr. Barber said there should probably be <br /> one central well system for each section. He said that Fields Point is the major <br /> land-owner, and he would hope that they would co-operate. This proposal offers one <br /> well-planned alternative. To be successful, it needs to be adopted at the inceptual <br /> stage. <br /> Michelle Stone asked if the Town now has water, sewage, etc. , available to handle the <br /> proposal? Mr. Barber repeated that the necessary engineering has not been done. He <br /> said that the total proposal, when completed, would multiply by five times what is <br /> there now. Michelle asked if #2 Plan would put a greater or lesser strain on these <br /> services? Mr. Barber said #2 would place a greater strain on these services. But <br /> #4 would require co--operation. The entire plan would not happen immediately - it <br /> would probable take 15 years down the road to complete. Mr. Terry said he likes the <br /> idea very much, looking ahead to the future. <br /> Mr. Collins asked if it might not be a good idea to have the present landowners in <br /> to discuss the proposal with them. Mr. Barber thought that would be an excellent <br /> idea - he said they could provide invaluable information. <br /> Sel. Thomas asked what if the ground can't support that much development? Mr. Barber <br /> asked Charles Rowley if he had some idea of the soil capabilities? Mr. Rowley re- <br /> sponded that we already have some soil information. He said he projects that the <br /> town will probably have to have a water system at some time - perhaps all this could <br /> dovetail. <br /> Mr. Rowley pointed out there is heavy traffic down Routes #28 and #151, and it might <br /> be advisable to have a by-pass of this proposed Village Center.. He feels there <br /> should be only limited access onto these major roads. Set. Thomas said perhaps Great <br /> Hay Rd. could be used for a by-pass. <br /> Mr. Barber siad access points should be kept away from the rotary .in any event. Mr. <br /> Rowley said this is the time to establish control, before the developers get involved. <br /> Mr. Barber agreed, saying it is best expressed as a standard to apply to all. Mrs. <br /> DeLory asked, since those are state roads, does the state impose any limit on the <br /> number of accesses allowed? Mr. Rowley said no, but there are "limited access high- <br /> ways" and "no access highways" This could be made a limited access highway. Mr. <br /> Barber stated those_ provisions could be written into the zoning. The state has tried <br /> limiting curb-cuts as a means of controling access, but that has not been very success- <br /> ful. Sel. Garland asked how the present curb cuts are shown on the sketch? He enumer- <br /> ated the large number now existing. Sel. Thomas has heard that a convenience store <br /> and a real estate office is being contemplated on one site. All present agreed that <br /> a convenience store means a lot of traffic. Mr. Barber said the Village Center Plan <br /> would require some re-subdividing. <br /> Sel. Thomas asked, with the high-density proposed, should the area be rezoned to one. <br /> acre? Mr. Barber doesn't think there is that big a change proposed. Mr. Rowley <br /> reminded the committee that all establishments don't require a high water usage, i.e. <br /> stores don't use much water - while restaurants do. Sel. Thomas cited the present <br /> problems Angelos has with water and sewage. Charles Rowley said that could be caused <br /> by a number of things: the system may be inadequate, or poorly maintained. <br />
