Growth Study Com.
11/15/82
Page 3.
Sel. Thomas commended Mr. Barb er, saying he has given the Committee a lot to
think about. Mr. Barber said he would leave the drawings, and urged holding the
workshop that that been suggested - the drawings should be used in the presentation.
Chm. Terry mentioned a previous request for a Quashnet River Corridor. Sel. Thomas
said if the developers know this is the plan, they will start moving in this direc-
tion. Mr. Jonas asked if there weren't mostly bogs in the Quashnet River area? He
was told there are some trees there now - it is not as boggy as it used to be.
Building Inspector Collins reported on the number of recent test wells drilled in
the town, and the amount of water that was pumped from them - he said, there seems
to be plenty of water in Mashpee to him. Sel. Thomas said the problem is not quantity,
but quality. Mr. Collins reminded the Committee that during the wary, there were
50,000 people living at Otis - and there was no problem with water then. Sel. Garland
said there used to be many people bivouacing down there, as well. Sel. Garland asked
what the density might ultimately be in the townhouses? Mr. Barber responded that
300 units are planned, with an average of 2% persons per unit - making 750 people.
He said you have to plan for maximum density in advance. Sel. Thomas asked how many , :,
acres are involved? Mr. Barber: approximately 100 acres - 1800 x 2400 feet, 8 people
per acre.
Chm. Terry asked if the Mashpee 'River zoning had been considered? Mr. Barber: Yes,
there is no planned development within 300 feet. Mr. Terry asked if we should up-zone
near the river to 2-acres? Mr. Barber said he would not recommend just doing it in
one area. There are some sub-divisions laid out in that area already.
Mr. Barber re-iterated the advantage of dealing with very few land-owners, and again
urged the calling of a workshop.
Sel. Garland suggested expanding the boundaries in one place. Chm. Terry asked if the
Committee wanted to meet with the land-owners soon? Michelle Stone feels we should
move on to the next step - if having the owners in is it, then let's move ahead.
Harold Collins questioned the wisdom of having all owners in at the same time. There
was general discussion on this subject . Sel. Thomas feels should have all in at
once. Michelle Stone concurred - that way they will all hear the same thing. The
intent is to present a concept - not a plan. Mr. Collins said there are 7 or 8
other owners.
Chm. Terry questioned whether the sketches should be sent to the owners in advance?
Sel. Garland feels the Committee should retain control of the plans - the Committee
concurred.
It was agreed to call a workshop for Monday evening, November 29, at 7:30 here in
the Planning Board Room, with all landowners being invited to "participate in a
workshop on a concept of a Village Plan, which may involve property you own".
There was a motion and unanimous vote to accept the minutes of the meeting of Octo-
ber 19, 1982.
Repectfully submitted,
Grace Erdman,
Secretary
