Jean Thomas asked if they could make the VC code agply throughout the town? Chm.
Terry, felt strongly there could not be two codes. Jean asked, if in traveling around,
the members had been aware of the number and size of-signs in town? Dave Hardy said it
would be nice to reqyire them all to be the same size and color, but realistically the
code can't be too restrictive. Jean Thomas said everyone slirjuld be allowed to have a,
sign, but there should be =e limitatim,,>n. Dave Hardy asked if this is really within
the scope of this cortnyiittee. Chm. Terry said this committee is only responding to a
request Nom the Planning Board, w ich must hold the hearing. Jean Thomas said the
proposed sign code is based on the sign codes of-almouth, Barnstable and Plymouth. She
said sign able is one areawhere the state allows as. town to be more Strict than the state.
Janice Mills said she hopes the Businessmen's Association will to a look at the code.
Jean Thomas said undoubtedly some will think it is too restrictive - that she doesn' t
,ow,jt to mfork as thardship on a,nyone by making the compliance time too short.
Jean Thomas saj,j,d, since the Planning Board uns not ready fox, this committee-yet, perhaps
they should make plans for future mestizv.;s tey looking at the Selectmen's charge - she
said that the Water Quallty Committee will reqUest thatevery thing in town be upgraded to
as one acre requirement, aria this is In the best interests of everyone. Janice Mills
asked if she was talking about land that is not yet developed? Dick Terry feels members
should wait until the Public Hearing to make their corywnents on this issue. Returning
to the arig1nal discussion, Janice Mills said that although it is not in the charge of
this commIttee, she still feels they 61axjuld still have, some interest in signs. But
Chiiii. Terry asked if committee time should be sy°sent, on it? Janice aaked if lt affected
the Villa se Concept? Dick Terry slid that was already covered. Both Ch. Terry and Jean
7hamas felt the counittee should not spend a great deal of time and energy an the subject.
Brian Barber had arrivad, and Ch. Terry asked him where the comm 1ttee should start an
zoning around the panda? Brian Barber said it is necessary to look towards inplemen
tation ....and the acquisition of development rightB...working with the Conserwation
CommIssion. Chm. Terry said it K important not to styp an the toes of the CanCom,,
Brian said it would be as good idea to have a representative of the ConCom on this com-
mittee. He said zoning is only effective where there ie raw land. Chm. Terry said hour
ouch can the comnittee get Into regarding the ponds, since the area around them Is
pretty well developed. Jean Thomas said she is concerned w1th setbacks of one or two
acres. Brian Barber agreed that when talking about a water recharge area, there should
be large lot zoning, where there Q presently no development. Jean noted there Is some
vacant land an Ashumet Pond. Basically, Dick Terry said tiie question is, what can we
do to protect the ponds? Braln Barber said t'hie committee should look at the broad
picture. Chm. Terry raised a question about the wetland regulations, and are "they beiy"q,,','
enforced? This committee should be familiar with them. He said there is a senBitive
balance to be attained there. Jean Thomas agreed, saying in the past some of town's
Con0ittOeB have not been sqydii st!coed in kee-ping up vith chariges in the regulations.
Brian. Barber was asked for guidance. He said It is important to bring in the Conserva-
tion Commlesion, as they cari go for grants. In terms of purchaskrng lairid, Chm. Terry
asked how can the people be convinced? Brian said it is important to involve other
committees to get their sikPPOrt, and get grants-in-aid money from the state. He Bald
it is the n possible to build PreSBure with the help from.ather committees, and overcome
the holdouts. He said this would include foot protection of the dock!s, for instance.
David 'Haar Mr said so much is already built up around the ponds, he would like to see them
pjr,-,D-1; cted as Triuch as possible he is ver,',r interested in that concePt. Jean Thomas sald
then it is wise to consider one acre zoning. Brian said this would decreaBe density, as
would increasing the set-backs. He said these tJUrV.7s need to be deftned strirvzently.
Chm. Terry said we need to avoid the pitfall of being too conservative. Jean Thomas said
things have. reached the point where the town must put in some protectlan measures. Chm.
Terry rem1nded everyone that emything before January 1& 1977 K grandfathered. Jean
said Ulat could be cham,ed, Ch. Terry said this mig
ht be going beyond the charge. Jan-
ice Mills agreed - she said the areas where developers were going to make as buck and.run
home all been used up. David HardY said he certai nly fAvors protecting watersheds
there is not much left in Mashpee to save.
