Growth Review Committee <br /> Muteq of-A st 1"^ 82 Page 2 <br /> The purpose of a long-range plan is trying to be prepared to take the actions before <br /> the actual events occur by forseeing the impact and the consequence of this thing <br /> and be prepared for it. <br /> Mr. 'Terry asked Zarle 'what he thought about looking again at the whole picture. <br /> Mr. Marsters said he feels we have a really good handle on the real basic concept <br /> that, Bill outlined and now we have to get into the implementation phase, which the <br /> town center project is one and handle that in detail and get into that and that would <br /> be a good Sirst project to start out viih. Bring that right down to the implementation <br /> stage and then maybe come back and look at the overall, but he felt the overall basic <br /> concept is good but_we are lacking a plan for the center of town and that's the most <br /> immediate need. <br /> Mr. Terry wanted to know if what Bill is talking about in terms of looking at the <br /> whole picture meant different village concepts. <br /> Mr. Cassalack recalled the work program which was given to the Board for preparing <br /> a development plan for Mashpee and that particular approach at that time was con- <br /> sidered the wary to go. He then reiterated the tasks for the 2-year work program and <br /> how much time it would take to accomplish each task. He said these are the projects <br /> which will in effect implement the plan. He ste.ted we can't hit or miss which <br /> projects you think Ve'uthe highest priority until and unless you go through this <br /> whole process of doing previous tasks outlined. <br /> Hel. 'Thomas painted out that Bill gave man hours over money we don't have right now. <br /> Mr. Cassalack said the total cost over 2 years is $309000, <br /> Mr. Marsters said we don't have anywhere near that amount of money so now we have <br /> to go back and reconstruct that plan. <br /> Mr. Cassalack. said this is the reason why he came to conclusion that we can substitute <br /> some of these steps with the information that we can generate and brim it down. <br /> The first year he was planning on S209000 to do the initial work, then the second <br /> year the preparation of the implementation program acid identification of key projects <br /> for anuother $10000. If we work with the first 8 tasks during the rest of this <br /> year, til next town meeting, he was goint to recommend that we take 2 or 3 tasks <br /> out of the 8 and then, substitute in its place the project we`• are talking about <br /> that we were planning to do in the 2nd year, we can take out more than $8,000 from <br /> the .first year's budget, by taking out tasks 2, 3, 4 and 5. <br /> Mr. Warsters felt we could eliminate number 1' land capability studies as we've <br /> already had all kinds of soil studies done. <br /> Mr. Cassalack explained that it's not just soil studies, but also being able to <br /> correlate the type of activity that goes with that particular land area in terms <br /> of soil and slopes. <br /> Mr. Marsters again felt we could eliminate most of them as most studies have been done. <br /> Sel. Thomas said you have to consider the number of people you can support. <br /> Mr. Cassalack agreed that that is the purpose of planning - you have to anticipate <br /> the problems in adlvance. <br />
