Growth Review Committee <br /> Minutes of A13JERst At 1282 Page 3 <br /> Ms. Stone felt you can't start out by planning your commercial district if you <br /> don't have a plan for the whole town. You have to look at, what it is you 'Want <br /> in the town and what you can support in the town and then decide. You don't <br /> imiediately go to a small project, you have to 40 some overall plan'ning, even if <br /> it means you don't have a project for the next town meeting but a year or two. <br /> To.7decide on a commercial downtown area you have to have an idea of the kinds of <br /> people you can plan for in the future. You don't even know if you need elderly <br /> housing apartments or how many until you decide what kind of population you're <br /> going to have and what you have planned for the town, <br /> Mr. Marsters said we have done an overall plan and have had master plans done <br /> before 'which we can adapt. <br /> Mr. Cassalack informed them that planning is not a one shot proposition, it's a <br /> continuing$ ongoing proposition. It requires a constant review of where you are <br /> at and where you 'want to be every year. <br /> Mr. Marsters felt you didn't have to start at step zero. <br /> Mr. Cassalack said he -could review what was done before and bring it all up to date. <br /> He said we could project ourselves for 10 years and then make a plan for that 10 <br /> years and implement that plan in 1 year intervals. Each project will be brought <br /> to the attention of town meeting for funding or whatever. <br /> Mr. Rowley asked if there was a way to prepare a plan of the Town of Mashpee which <br /> would convey to the average person exactly what's taking place in the town. Is <br /> there anyway that it can be displayed or conveyed pictorially so that a person can, <br /> look at it. <br /> Yr. Cassalack said he can prepare�a conceptual plan in terms of illustrations <br /> showing the location and color of various types of uses and buildings. <br /> Mr. Marsters asked if he could bring one in he's done for other towns to illustrate <br /> what he's talking about. <br /> Mr. Terry said he felt a problem is trying to develop concepts in a time frame and <br /> fall short and people will get worried - a confidence factor. <br /> Mr. Cassalack said you have to trust the consultant as he's your guide, because if <br /> every step he comes up with is questioned in technicality) then he's wasting his <br /> time. He also said he would be happy to outline this program in more specific <br /> detail within the next few days, but once this work program is adopted, he urges <br /> that it be considered in its entirety. If it's going to be taken apart one step <br /> at a time# you will lose the value of the integrity of this approach, and not <br /> knowing, some of the information- that you must know to make a diagnosisp then you <br /> will be risking the.validity and accuracy of 'the decisions you'll be making later <br /> on. <br /> Yr. Terry asked if it isn't good to just map out a town center and say that's all <br /> we needs we like the rest of the town the way it is. Because looking into the <br /> development stage of it, in some ways the zoning seems to be almost restrictive. <br /> It seems the Planning Board can almost got tagged for being pro-development all <br /> of a sudden whereas in many ways the town says stop developing. <br /> Mr. Cassalack said it isn't a question of growth or no growth but how you can- <br /> challenge this change in a constructive$ positive manner so you can get the <br /> benefits of it. So you have to have guidelines and a master plan. <br />
