He said he can make some alterations so <br /> they can take the town center concept project as one of the immediate high-priority <br /> projects to be, considered in the first year. They will come up with an admini- <br /> strOive plan of the total development of the town plus the urban design of the <br /> C-1 zone and that will be a priority thing which will be discussed 'at the next <br /> town meetings This will be the total of $120000 that's in the budget. It will <br /> be something tailotbdto the Board's needs but still preserves the integrity of <br /> the pin=ing process. <br /> Mr. Makunas felt finding out the fiscal capabilities of the town is vital and <br /> shouldn't be thrown out because if you don't find out what the fiscal capabilities <br /> are and what the right percentage of residential and commercial is, you're going <br /> to have an inbalance. lie asked if there was a formula which says a town needs to <br /> have so much percentage. of commerce in order to support a residential community. <br /> he said you can't expect two-bedroom homes to support a town, <br /> Air* Cassalack replied that you can determine yourself 'What proportion of your total <br /> revenues.can be allocated to public 'works projects, etc. but it depends on, what <br /> you're 'looking for 5 to 10 years from now. <br /> Mr. Makunas felt when you go to Town Meeting you have to tell the people if 'they <br /> allow this commercial development to take place, they'll get their roads and water <br /> systems but if they don't allow this, they're going to be a bedroom community and <br /> suffer. <br /> Mr. Cassalack said that's why the long range plan is so essential so you have this <br /> comparison of the positive impact as opposed to the negative impact. You may be <br /> able to compare the impact of one major developer by seeing the cost and the benefits <br /> of the project. This is only possible after determining the overall development <br /> concept of the town. <br /> Mr. Marsters said we should consider the fiscal and other alternatives that maybe <br /> Nashpee can have that other towns can't, such as recreation and retirement <br /> community. <br /> Mr. Cassalack said we can keep task #4 but out somewhere else or perhaps out the <br /> mandays down and still stay in the budget. <br /> All agreed to have somethingtogether for a special rather than an annual town <br /> meeting to have more time and so it won't get hidden amongst all the other things <br /> at annual town meeting. <br /> Mr. Terry asked where do we go from here. <br /> Mrs Cassalack suggested if the Board is in agreement in principle with what's been <br /> discussed today, he can make some amendments to the proposed program and present <br /> it to the Board with the understanding that,it will be accepted in its entirety. <br /> Then the implementation of it has some flexibility - can take one day out here <br /> and there and shift, some emphasis from one task to another.
