Growth Review Committee Page 2 <br /> p�Lnutes of July 7, 1982 <br /> Mr. Terry brought up the 'subject of hiring a counseling firm for this fiscal year and <br /> ether the Committee should rehire Interchange. As some people presently on the <br /> Committee may not be familiar with Interchange, he stated Mr. Rowley had recommended <br /> them and they did do a lot of work for the Committee. He said the other alternative <br /> is totake resumes and proposals from different concerns and look them over and try <br /> to advertise in the paper and go through the public bidding type of operation if the <br /> Committee wants to, although he doesn't feel it's a legal requirement as it's a <br /> professional service, but it's just a question of what they want to do. There's a <br /> budget of $12,000 for the year. The Interchange people usually charge $50 an hour <br /> and would throw some free services in such as coming to To .meeting for nothing. <br /> The first business is to think about it, and he would like the whole feeling of the <br /> Committee on whether to go with Interchange again or if not satisfied with them,, to go <br /> and look at other people. <br /> Sel. Garland felt the first thing is to make a jedgement as to what they've done,, and <br /> he asked Mri Terry if hews satisfied with what they've done. <br /> Mr. Terry responded that they've been pretty accessible as far as getting to them and <br /> they've been knowledgable but the only problem is they come from Lexington. <br /> Mr. Marsters asked how much the Committee spent the last time. <br /> Mr. Terry stated they spent $5,000, <br /> Mr. Marsters then wanted to know at did the Committee get out of it, <br /> Mr. Terry said they got the relative changes we did on the zoning and that's basically <br /> the story. <br /> Sel. Thomas added that they came to a lot of meetings and listened to a lot of rhetoric <br /> so they could put it together. It was a very confusing thing at first and then we <br /> put it to them to put those ideas into a recommendation to us and they did and came <br /> back with it. <br /> Mr, Terry said that basically we're a controlled situation, budget, whatever and we <br /> don't have to spend all the money or any of the money with them. We have to figure <br /> out this time what we're going to be aiming for. Zoning is one of the thoughts in <br /> the back of my mind that people were talking about. But before we get into that., <br /> we have to look at whether they're goint to help us do surveying or look at <br /> different areas and make suggestions. That' s basically what they do. They have the <br /> access to a lot of the data the Commonwealth of Mass. has on zoning articles and <br /> by-laws, at I.is basically e <br /> . . gal,* what seems to make,good,sense for the 801.s plan -ing <br /> wise. Thomas stated that they presented us with a two-phase proposal. <br /> Sel. Garland said what we have in a concrete sense is relatively small., but we <br /> shouldn't overlook the input that was given to them over the number of times they <br /> were here., which would be an advantage to them if they proceed with this two-step <br /> plan which they are talking about.
