Growth Review.Committee Page 3
Minutes of July 7. 1982
acquired which would be helpful to them in preparing the two-step plan. If the choice
was that you go out to the public and hire someone else, you're going to have to be
repititiouso
Mr. Marsters said there should be some benefit from it. The only other thing he felt
is you always do better if you make it more competitive. Give them the impression
you're thinking of someone else.
Mr. Jonas didn't feel the Committee should give the information to the Con sultantj
but they should give the information to the Committee.
Mr. Terry said that's not the way they see it though. They feel we're the technicians,
we do the policy, we tell them what we think should happen to Mashpee,, where we
want things and they'll write it all out.
Mr. Jonas felt the consultants are the professionals and they are the ones who should
do the planning and we should do the commenting.
Michele Stone felt the Committee has to tell them what we want them to look at then
they can come in and put it into the language and into the plans. The Committee
makes the decisions and they follow through.
Mr. Makunas said the Committee is to give them the direction but they can look at
things and their opinions based on their expertise.
Sol. Thomas stated that that's what Interchange did. They made 'a lot of recommendations,
Mr. Terry said his feeling is to go with Interchange unless there's some other
legitimate concerns that anybody feels should be interviewed because it could be
time consuming to go through this stuff. Interchange has the understanding we don't
just want a long document,, they know we're practical. They would change things and
maybe.drop some things off the proposal. We work with a budget and we want some stuff
for Town Meeting and if we make any zoning changes, we want them for February 183.
We have to base the changes on some kind of master plan. One concept made clear by
Interchange is anytime we make changes, we have to base it on some statistic data.
Otherwise there can be some problems. Legally that's what the Attorney General's
Office looks at. If someone is unhappy about a change, you can show them the master
plan. Mr. Terry then wanted to know the concerns members of the Committee had.
Mr. Marsters said one of the thoughts the Planning Board agreed on was a downtown
area where we allowed apartment-type housing and businesses; zoning to establish a
downtown area.
Mr. Terry stated for that type thing we may or may not need a consultant to come in.
Mr. Marsters felt we do need them because the Board is unpaid and doesn't have the
time to draft it.
Mr. Makunas asked where the village would be and the Board agreed it would have to
be around the radius of the shopping center and rotary
Mr. Terry asked if there were any thoughts on lot sizes in the Town as far as changing
them or anything.
Mr. Collins and Mr. Jonas felt the Town was pretty well set right now as to size.
Mr. Terry stated that Interchange had suggested some of the one acre zoning go up
to two acres
