Growth Review Committee Page 4
Minutes of July 7, 1982
Mr. Marsters said it's possible if we find an area which should be reserved due to
water quality or whatever.
Mr. Marsters also stated he 'would like to see a by-law devised for the Town accepting
roads when a subdivision is completed; the roads should be accepted then and there.
He also felt we should go back and get some of the other major roads, maybe one a year.
Mr. Jonas felt not all developers would turn them over.
Mr. Marsters said in that case they could make it a choice thing, but if the developer
is willing and road is approved by Mr. Rowley,, the Town should take it.. He suggested
Interchange look into that as one immediate item,
Mr. Rowley felt this could be partly by Subdivision Control Law,, that when a person
comes in with a subdivision.. in addition to a Definitive Plan, they have a plan of
just the road layout which would then be turned over to the Town for acceptance*
All agreed the biggest problem will be to get old roads fixed for the To to take
over,
Mr. Rowley suggest it be done by petition or Chapter 90 to set aside funds to do it
a little at a time.
Mr, Marsters said maybe we should establish a master plan as to what roads, looking
at traffic needs, should be taken and when. Make decisions as to what roads should
betaken by eminent domain nowl and let Interchange make the suggestions and we'll
make the decisions.
The Committee then asked Mr. Rowley the best way to implement the house numbering
and what his suggestions and thoughts were.
Mr. Rowley said the only way is to make reproducable film of each assessor's map
and trace off information that' s in pencil on blue line prints onto the original.
Get a copys reproducable, of original assessor' s plans and then copy over information
on that reproducable and then you can run those through a print machine any number
of times you want. But until you get a reproducable., you're stuck with just one print.
The members wanted to know how do you do it and how expensive is it.
Mr. Rowley said if you had a set reproduced photographically., it would probably cost
$10 for each negative plus around $3.50/sq. ft. on reproducable material, an estimate
of $5200. He felt it's the only way to have something you can update. He then
measured the assessor' s maps and came up with roughly $4500.
Mr. Marsters wanted to know what' s necessary to implement the plan right now. Is it
necessary to have copies right now or can we go ahead using the original.
Mr. Rowley said to put it in place you would make out Just ordinary slip of paper
we could run off all filled except for someone's name and house number. Just take
every parcel, go through assessor's list and write it on the piece of papert assign
whatever is there. If there's a vacant lot which can be divided into 10 lots, they
get 10 numbers. When he comes in with subdivision plan he has to put numbers on it.
Mr. Marsters said that would be required anyway. The surveyor would have to come to
Town Hall and get the map out and lay out street numbers. It would be less compli-
cated if we just went after houses.
