Qrowth Review Committee Page 5
Minutes of Jul 7 1982
Mr. Rowley agreed and said we'll just send slips to lots with houses on them, saying
they have to put thisnumber on their house,, regulation size.
Sel. Thomas asked if we need a by-law to make it enforceable,
Mr. Makunas felt we could put the guilt on them'- if the Are department wants to
come to your house,, you need your numbers up.
Mr. Marsters said they would like Mre Rowley's assistance in implementing the system
and could we implement it fairly quickly now and what do we need to do.
Mr. Rowley said you have to assign someone to go through the assessor's records,,
determine which parcels have dwellings on it, relate it to the map and make out
that slip.
Mr. Makunas asked if it. can be part of the computer print-out on the taxbill.
Once you get it into the computer, the computer can even print out the special
notice with it.
Sel. Thomas said it lists whether it's a lot or house on the tax bill because they
list them in a blue book. They're going to give us a book of all the listings and
that will give us an inventory.
Mr. Rowley asked how must of a job is it to program it into the computer.
Sel. Thomas- said she didn't know but you're going to have to pay for every program.
Mr. Rowley said when it pulls out the information for the house it has the assessor's
sheet number and the lot number already assigned to it. To go with the.1 1.anguage
you've got, you just have to introduce another piece of'information. You have to
go through the maps and follow it through and punch that information into the machine.
Mr. Marsters felt that would take time to have someone do every house in town.
Mr. Collins said with the blue book it wouldn't be much.
Mr. Makunas asked why can't this be microfilmed and get it on film and put it out
for bid to have it reproduced on something thatl,s. reproducable locally,, as it has
to be photographed at 'Some point.
Mr. Marsters felt that wasn't the first step you want to take.
Mr. Rowley said there would be some field work involved in this kind of thing because
you may have a large lot and the dwelling may be situated on the east side. You're
going to have to tike' . t here' sheets andride up and down the road a little and make
a determination as to where on that parcel it is and maybe assign more than one number.
Sel. Garland said , problem is on some of these corner lots because the
individual doing it ,other doesn't know which way the house faced so you'd get two numbers
on that particular lot.
Mr. Marsters said he thought we would determine which street it's on because even
Harold could have a list to check on when he goes, out. You could utilize people in
town. He also -said the first decision you have to make is who's going to do it and
get them.starteddoing it,, and the second one is how do we got it going. If we had
someone to assign a house number to. every lot that's shown,, thensomeone on computers
could transcribe that and that'vould be cheaper.
