I i 12.2 The Board of Appeals shall organize annually at the meeting next following July 1st by the election of a chairman and a clerk from within its own membership, and may, subject to appropriation, employ experts and clerical and other assistants. 12.3 The Chairman of the Board of Appeals may designate any associate member to sit on the board in case of absence, inability to act or conflict or interest on the part of any member thereof or in the event of a va- cancy on the board until said vacancy is filled by action of the Board of Selectmen. 12.4 Any member or associate member of the Board of Appeals may be removed for cause by the Board of Selectmen but only after written charges have been made and delivered to the member and a public hear- ing has been held. 12.5 The Board of Appeals shall have and exercise the pow- ers specifically granted by the General Laws of the Commonwealth and those powers granted in this Zon- ing By-Law which are not inconsistent with the afore- said General Laws. 12.6 The Board of Appeals shall have the power to author- ize a use or activity not otherwise permitted in the district in which the land or structure is located, but only upon the application of the standards set forth in the General Laws of the Commonwealth for the grant of a variance. ' I SECTION 13: ZONING AMENDMENTS 13.1 Any person desiring a zoning amendment shall propose it in writing to the Selectmen for insertion in the war- rant of a town meeting, regular or special. 13.2 If geographic change of a zoning boundary description be proposed, words of boundary description change for insertion in the warrant shall be accompanied by a brief written statement of the nature, extent and lo- ,mtion in the town of the zoning map change proposed, together with three blackline prints of a diagram to 49
