years, and three (3) for three years. All subsequent annual elections shall <br /> be for a term of three years. <br /> Section 2. The Finance Committee shall choose one of their number as <br /> chairman, and likewise choose a clerk. Said committee may consider such <br /> questions with reference to the conduct of the town affairs as they may <br /> deem advisable, and may consult with any and all officers, boards, and <br /> committees of the town with reference to matters under their supervision; <br /> they shall consider the various articles in the warrant for any annual or <br /> special meeting, called during their tenure of office, and shall make a re- <br /> port of their doings and recommendations to the town. <br /> Section 3. The Finance Committee may hold hearings if, in their <br /> judgement, it be expedient; but shall expend no money unless authorized <br /> by the vote of the Town. <br /> Section 4. The Finance Committee shall have authority at any time to <br /> examine and investigate the books, accounts and management of any de- <br /> partment of the town and of all officers thereof, and all official or de- <br /> partmental records shall be open to the inspection of the Committee or of <br /> any person authorized in writing to act for the Committee. <br /> Section 5. The members of the Finance Committee shall serve without <br /> pay for their services, but they may be reimbursed for actual expenses in- <br /> curred in the discharge of their duties hereunder,with the approval of the <br /> Board of Selectmen. <br /> Section 6. Vacancies in said committee shall be filled in the same man- <br /> ner as in the case of other committees or boards of the Town. <br /> Section 7. Members of the Finance Committee shall be elected by <br /> Australian Ballot at the annual election of Town Officers commencing <br /> with the Annual Election of 1976. <br /> Article VIII.
