ning Board to consist of five members under the provisions <br /> of General Laws, Chapter 41, Section 81A; provided that at <br /> the 1960 election members of the <br /> Planning Boa <br /> rd sha <br /> ll beelected one for a term of one year, one for a term of two <br /> years, one for a term of three years, one for a term of our <br /> years, :and one fora term of five years; subsequent annual <br /> elections to choose one member for a term of five years. The <br /> Powers and duties of such Board shall be such as are stated <br /> in General Laws, Chapter 41, Section 81B to 81J, inclusive, <br /> :and Section 81Q; and further, to consider and advise upon <br /> municipal improvements at the request of other town of- <br /> ficials, departments, boards, or committees, or upon its own <br /> initiative. <br /> i Section 2. Vacancies occurring in the board shall be <br /> filled as provided in General Laws, Chapter 41, Section 11. <br /> Section 3. The Planning Board upon its own initiation <br />' may, and upon the petition of ten persons, shall, hold public <br /> 1 hearings, fourteen days public notice of which shall be given, <br /> as for the consideration of any .amendments to the zoning map <br /> Ii or to the zoning by-laws; and report to a town meeting its <br /> f' recommendations as to what action should be taken. <br /> Article VIII. GENERAL PROVISIONS <br /> J Section I. At any town meeting when special commit- <br /> ;?' tees are appointed or elected a vote shall be passed naming <br /> the compensation of the committee and :also a sum of money <br /> for expenses of such committee, otherwise the Selectmen <br /> shall not draw orders on the Treasurer for either services <br /> or expenses. <br /> ' Section 2. All Departments are authorized and <br /> em-powered to consult counsel at any time in connection with <br /> �� �� their duties. <br /> i <br /> Section 3. Funds belonging to the town in the hands <br /> of the Tax Collector shall only be withdrawn from the bank <br /> I on orders countersigned by at least two of the Selectmen. <br /> Section 4. Any persons indebted to the town for <br /> ol <br /> j[ taxes or otherwise shall have such debt deducted before p y 1 <br /> ment by the Treasurer from any sum due him from the town <br /> yl for work on road or for any other service performed. <br /> Section 5. On all town work, for the 4 �'l performance <br /> which competitive bids are received, the award of heccon <br /> f tract shall be to the lowest responsible bidder; preference <br /> always going to citizens, when other conditions of the situ- <br /> ation are equal. <br /> Section 6.
