Mr. Rowley made reference to the East Steeple Street and Trout Pond sites with <br /> regard to topography and the ability for discharge of larger amounts. He suggested the <br /> issues of intensity and density uses be taken into consideration. <br /> Mr. Storrs agreed stating parking space design flexibility could be taken into <br /> consideration in order to avoid more parking than needed. He suggested overflow <br /> parking constructed on a gravel parking lot to accommodate peak parking demands. <br /> The Town Planner suggested grass pavement overflow rather than gravel in order <br /> to get runoff into the root system. <br /> Discussion of the matter was concluded at this point, 7:30 p.m. It was agreed to <br /> continue this matter to September 17, 2008, 6:00 p.m. for discussion of Energy and <br /> Sustainability. Town of Mashpee Zoning Bylaws to be addressed at the October 1, 2008 <br /> meeting. <br /> Discussion <br /> Brian Nickerson, MMR Master Planner and Heather McElroy, Cape Cod Commission <br /> RPP Map Designation for MMR <br /> The Chairman called this matter to order and recognized Brian Nickerson, Master <br /> Planner of the Massachusetts National Guard, and works at the Base in the <br /> Environmental Department, and Falmouth resident. <br /> Mr. Nickerson made reference to an aerial photograph of the Base and an area in <br /> Mashpee located at the southeast corner of the Base,which has housed the major Air <br /> Force and Air National Guard air operations since 1952 until very recently when the F15s <br /> were relocated. <br /> He explained the distinction between the Air National Guard personnel who live <br /> here long-term in the Towns of Mashpee, Bourne, Falmouth, Sandwich and Barnstable as <br /> opposed to Air Force personnel who live in base housing for approximately 3-years and <br /> are then relocated to their next assignment. <br /> Mr. Nickerson made reference to a meeting that had taken place earlier today with <br /> the Mashpee Town Manager, Joyce Mason; the Mashpee Town Planner; Retired Navy <br /> Colonel Allen Coles; Ernie Virgilio, Cape Cod Commission representative and the Town <br /> of Mashpee representative, as well as Cape Cod Commission Staff. A long-range review <br /> of the Base over the next 10-years was made; it is planned that the Air National Guard <br /> will remain located and concentrated in the said southeast corner of the Base. He made <br /> reference to the use of this area as an Industrial/Office Park consisting of highly secured <br /> buildings with an intelligence wing. Construction of new operations buildings is being <br /> proposed within the next 3 to 5-years (3 buildings totaling 100 to 110,000 sq. ft.). It is <br /> estimated that there will be 500 to 1000 employees consisting of full-time and weekend <br /> 24-hour coverage. <br /> 5 <br />
