�o <br /> Y <br /> TOWN OF MASHPEE <br /> BOARD CHAIRMEN'S MEETING <br /> Tuesday, July 27, 2004 <br /> Chairperson Attendees: <br /> Joyce Mason, Town Administrator Sheldon Hamblin, Deputy Fire Chief <br /> John Cahalane, Board of Selectmen Eric Smith, Town Planning Board <br /> Wayne Taylor, Open Space Jamie Regan, Zoning Board <br /> Beverly Kane, Planning Board Debbie Battle, Housing Authority <br /> Dennis Balzarini, Planning Board Absent: <br /> Lee Gurney, Planning Board Cape Cod Commission <br /> Glenn Harrington, Board of Health Water Department <br /> Chairman John Cahalane called the meeting to order at 7:05 PM. He stated that the agenda for the <br /> meeting was simple but far reaching: a discussion among the Town leaders as to what can be done to <br /> create and implement a Smart Growth Plan for the Town of Mashpee. The traffic problem, which is fallout <br /> from over development and the resulting exploding population, is the main concern. John then invited all <br /> chairpersons or their designees to give their views on these issues. <br /> Beverly Kane, Planning Board. Beverly stated that she had become increasingly frustrated after a <br /> recent follow-up meeting from six months ago,with Cape Cod Commission representatives and the Board <br /> of Selectmen. Her frustration comes from what she feels is a lack of direction toward establishing a <br /> strategy for the Town of Mashpee to address the continuing development and resulting traffic problems. <br /> Before this committee begins to discuss various strategy options to resolve these problems, she <br /> recommended the following actions: <br /> - A"time out", or moratorium, from 12 to 18 months, to thoroughly research the problems in order <br /> to come up with a realistic resolution <br /> - Have the Town, either through the CCC or a local zoning bylaw, establish a District of Critical <br /> Planning Concern (DCPC)for all or part of Mashpee to prohibit additional traffic impact from any <br /> further adjacent developments <br /> Dennis Balzarini, Planning Board. Dennis felt that no matter what action might be taken at the rotary, <br /> the feed-in traffic from Rt. 28 and Rt. 151 would continue to create a serious traffic problem. We need to <br /> be talking to, and working with surrounding towns, i.e., Falmouth, Sandwich, and Barnstable about the <br /> issue, from which a large share of the problem traffic emanates. <br /> Lee Gurney, Planning Board. Lee agreed with Dennis that the problem goes beyond the rotary. 'She <br /> agreed with the idea of a"time out" to establish the root of the problem, define our goals, and determine <br /> what our options are. <br /> Sheldon Hamblin,Fire Dept. Sheldon stated that he has no immediate answers. Statistics on the <br /> number of emergency calls to the Fire Dept. show an increase of from 700 in 1980 to 2700 in 2004. The <br /> growth in residential and commercial development is exceeding the department's capability to handle the <br /> load of providing necessary services. <br /> Glenn Harrington, Board of Health. The Board's immediate goal is to try to promote more individual <br /> onsite sewage treatment systems. <br /> Joyce Mason. Joyce stated that it is her task to try to balance the need for new growth and revenue with <br /> meeting the needs for infrastructure and town services. She must work with developers to make sure <br /> they recognize this need as well. Joyce further stated that she is aware of the increasing demands on the <br /> services of the fire and police departments, as well as the Town Hall staff. <br /> John Cahalane, Board of Selectmen. John stated that he would be in favor of the idea of a mortorium, <br /> but cautioned that there would need to be a definite plan of action for such a period. He does not want <br /> the situation to arise where all activity stops and no concrete progress is made for a 12 month period. <br /> I <br />
