Wayne Taylor, Open Space. Wayne reported that much has been done toward the purchase of open <br /> space in Mashpee. His suggestions: <br /> - He would be in favor of a DCPC to have a time out period. <br /> -There are five development projects where there is a possibility of effective stoppage. <br /> -Additional signage at intersections identifying alternate bypass roads <br /> - Experiment with offsite parking for Mashpee Commons at the schools, offering shuttle service <br /> Debbie Battle,Housing Authority. Debbie stated that her focus is on the housing piece of the <br /> development problem. Debbie noted that regarding adequate housing problems, we are not alone. <br /> Mashpee needs to establish linkages with surrounding towns, i.e., Bourne, Sandwich, and Falmouth. <br /> There is valuable information available: EPA has information on opportunities for Smart Growth; House <br /> Ways and Means may be able to offer assistance on Smart Growth. <br /> Jamie Regan, Zoning Board. Jamie suggested that we look to Hyannis, Centerville and other various <br /> locations to study solutions they have adopted to resolve their traffic problems. The Zoning Board of <br /> Appeals'primary goal is to look closely at special permits and variance requests. <br /> Beverly Kane reminded the group that the Mashpee Commons is not a done deal; their permitting is not <br /> completed; development plans stretch out over the next 12 to 18 months. A DCPC could serve a useful <br /> purpose here. <br /> Joyce Mason suggested inviting Barnstable to a meeting to discuss how the DCPC process worked for <br /> them. We can then educate the public that we have taken positive steps, with additional signage for <br /> bypass roads, and informing them about how the DCPC will help. <br /> John Cahalane then invited comments from the audience. <br /> Ed Baker- Captains Row. Ed felt that much of the Mashpee rotary traffic problem comes from thru <br /> traffic going to and coming from Falmouth, Bourne, and Sandwich. Ed felt that we needed an engineer to <br /> give projections to developers, rather than having developers tell us what we need. <br /> Al Peterson—Snead Drive. At feels that the rotary issue needs to be addressed. He stated that bypass <br /> solutions would merely divert traffic into residential neighborhoods, ruining the relative peace and quiet <br /> that now exists. <br /> Jerry Biumengarten— Windchimes Condominiums. Jerry agrees with the idea of a moratorium. He <br /> also feels the Town needs to become more actively involved with the developers' plans before being <br /> approved. <br /> Joe Bank—Sunset Circle. Joe agreed with Jerry that the Town needs to partner more closely with <br /> developers. He also felt that satellite parking would not work, stating that people are wedded to their <br /> cars. <br /> Matt Patrick—State Rep. Matt assured the meeting that he will work to assure the State backs up any <br /> plans the committee comes up with. Re: the Orchard Road-light, it is in the state's budget, and he is <br /> working with the Governor's office to release funds for the project. Matt also reported that noone is <br /> grandfathered from the new zoning once a DCPC plan is approved by the town. He also stated that it <br /> might be possible to qualify for a state grant for a traffic study program for Mashpee. <br /> Maxine Wolfe—59 Meadowbrook Road. Her concerns center around the preservation of Mashpee's <br /> natural resources, given the uncontrolled development that is going on. She agrees that a town-wide <br /> moratorium is a good idea, in order to establish priorities now and move ahead as a responsible <br /> community to the citizens who live here. <br /> Laura J.Franks, a ten-year Mashpee resident. Laura's concerns center around the school system and <br /> its ability to handle the needs of the growing population going forward. She feels that the Town has a <br /> long-term responsibility to the residents and their children to provide the quality education system they <br /> expected when they settled here. Laura suggested that the town write a mission statement to find out <br /> what Mashpee really wants for itself. <br /> Eric Smith, Torn Planning Dept. Eric stated that a correct transportation study was never done. The <br /> Planning Dept. will look into state funding for such a project. Also available is district improvement <br /> financing which increases the tax values. <br /> Mark Harding, 299 Falmouth Road. Mark is a Native American representative of the CCC and a member <br /> of the Wampanoag Tribal Council. Mark stated that there has been a lot of planning in Mashpee, some <br /> good, some bad. He observed DCPC work well on Martha's Vineyard, and encouraged Mashpee to <br /> consider seriously taking a good look at this option. <br /> 2 <br />
