They have to offer fair market <br /> value . <br /> Tom explained the State , Federal government and the Town will be <br /> acquiring land within this boundary and coming to some <br /> arrangement for management. It is a new approach combining <br /> forces. <br /> Fish and Wildlife explained they pay a fee , in lieu of taxes, to <br /> the Town under the refuge revenue sharing act . They give back to <br /> the community 3/4 of 1% of the fair market value of all the land <br /> they own . <br /> Dennis asked if the money is already appropriated? <br /> They explained it has excellent support from Congressman Studds <br /> who has appropriated $75 , 000 for planning and they expect to get <br /> more money in 1996 for land acquisition . <br /> Richard asked if they have a ballpark figure of what it will take <br /> to buy out the landowners? <br /> There are 3 , 000 acres within the boundary, which they estimate to <br /> be worth $28 million . They don ' t expect to buy all of that. They <br /> won ' t buy the land with conservation restrictions already , and <br /> not everyone will sell . <br /> Realistic acreage for Fish and Wildlife to buy is 1 , 00-1 , 200 <br /> acres over a long term of 20 years. <br /> Dennis asked after they acquire the land , what do they do with <br /> it? <br /> Fish and Wildlife says it depends on what is already there, if <br /> there are existing trails . They are working on a management plan <br /> at the same time as the assessment. <br /> Tom explained the primary function of the refuge is the <br /> protection of wildlife, recreational access comes second . <br /> Pat stated he is very supportive of the refuge.. <br /> Public Questions and Comments <br /> Susan VanTol asked about their timetable? <br /> They explained it is over a 20 year period . They do have a <br /> priority list of properties, the most fragile or threatened . Tom <br /> identified them in his document and they agree with that. <br /> Tom Fudala is on the working Committee so any questions can go to <br /> him. <br /> DISCUSSION <br /> Discussion of zoning amendment re : Sect. 174-32 Fire Protection . <br /> Chief George Baker and Bill Hauck , Building Inspector were <br /> present . <br /> Tony said the Board had been discussing a provision in Sect. 174- <br /> 32 - which requires paving not less than 150 feet from the <br /> 2 <br />
