Minutes of Meeting <br /> Plan Review Committee <br /> Tuesday, January 7, 2025 <br /> Mashpee Town Hall Waquoit Meeting Room <br /> Catherine Laurent, DPW Director <br /> Ms. Laurent mentioned that there is an existing fire retention for the senior center parking lot. <br /> She noticed that there is grading toward that area. She questioned if there is storm water <br /> infrastructure located at the patio area, and to make sure it's not contributing toward the senior <br /> center. Mr. Buckley said there will be a berm installed to direct the runoff. The runoff will flow <br /> into the catch basin or the swale. The area is 50% sand, 30% compost, and 20% loam at the <br /> bio-retention area. Ms. Laurent wanted to make sure there is an O&M plan included with the <br /> project. <br /> Ms. Laurent mentioned that there is existing utility conduit provided by Open Cape for the <br /> Boys and Girls Club and includes the connections for the schools. She asked that a sketch <br /> be rotated in the field so that the connections be preserved. Mr. Buckley pointed out the gas <br /> lines and utilities that are on the utility plan. Ms. Laurent stated that Open Cape provides the <br /> telecommunications service for the Boys and Girls Club and the two elementary schools. <br /> Ms. Laurent asked if there is a proposal for outdoor use space. Mr. Kiley mentioned that the <br /> proposal only includes programs to be located inside the building, and is for safety reasons. <br /> Ms. Laurent mentioned that there might be a possible conflict with children using the school <br /> playgrounds rather than the use of the Boys and Girls Club. Mr. Kiley will review this. Ms. <br /> Laurent was curious if there would be any future outdoor playground area proposed to avoid <br /> conflict with the current schools. <br /> David Morris, Building Commissioner <br /> Mr. Morris mentioned on a zoning point of view, and waiting for Town Counsel's <br /> determination, he would consider this a modification to the existing Special Permit or any <br /> approvals that work. He said that the zoning bylaw would be §174-25 18 which is an "indoor <br /> recreation facility" that fits the criteria for a Special Permit by the Planning Board. However, it <br /> is under 10,000 sq. ft. and could be presented to the Zoning Board or the Planning Board. He <br /> could not locate the original Special Permit, so the original building might have been approved <br /> by the Select Board. He asked if this project could be approved by the Select Board, and if <br /> this question could be brought to Town Counsel to determine the correct path of approval. <br /> Mr. Morris asked if there was any further discussion. There was none. He asked for a motion. <br /> Mr. Collins made a motion to approve the project as presented on the condition that Town <br /> Counsel is satisfied with the plan. Additionally, complying with the Fire Chief's request to <br /> designate a fire lane, and preserving the conduit for Open Cape. <br /> Mr. Carline second. Mr. Morris took a roll call vote.
