Minutes of Meeting
Plan Review Committee
Tuesday, January 7, 2025
Mashpee Town Hall Waquoit Meeting Room
Mr. Kiley questioned the discussion regarding the lease with the Town and the 1.25 acres.
Mr. Collins stated that the map that was shown to him yesterday is different than the map that
was at Town Meeting on the warrant Article. Based on the language that is in the Article, and
based on the map he just wants to make sure that legal can confirm that it is the exact same
footprint, or whatever he or she may say, and assuming there are no legal hiccups in regards
to the way it was worded versus the way it going to be resolved in the end assuming there
are no issues.
Mr. Kiley asked if there are issues. Mr. Collins said that it will require to return to Town
Meeting, and to the General Board. Mr. Collins said he should have an answer within the
week. Mr. Collins said to continue the presentation.
Mr. Buckley continued to present. He mentioned the site topography and how it sits within the
neighborhood. He did swale testing on the site and storm water testing. There will be a storm
water basin on the left of the site in close proximity to the Senior Center. The site will be
sourced by municipal water with a 6 inch line. He located the fire hydrant and connection. The
site is also on a septic system and services 1,800 gallons per day. It currently uses about 300
gallons. The Boys and Girls Club falls under Title 5, and he calculated the flow about 400
gallons per day. The electric service will be situated underground and will be connected to a
transformer by the service company. The storm water management report will follow the
requirements of the bylaw that was designed for a 100-yr. storm. He uses the NRCC flows
for higher standards. There's a storm water basin in the rear that is a little over 2 ft. deep and
has great infiltration. Any water runoff will flow into that basin. The site currently has 64 parking
spaces, and based on the facility, there is 2.7 spaces per 1,000 sq. ft. which is 42 spaces, but
there are 64 spaces, and will not require any additional parking. The lighting plan shows the
wall packs of the building, and will not spill onto abutting properties.
Mr. Collins asked when construction will commence. Mr. Kiley is anticipating in the spring. Mr.
Collins has a potential concern that if the new police station is approved in May, there will be
a lot of parking and construction issues going on at the same time, and he wants to make
sure there is coordination with the two buildings.
Joe Peltier, Fire Chief
Mr. Peltier has a concern with the front of the new building for fire truck access. He said
currently most people will park along the front of the existing building. He reviewed the site
plan and is asking that there be a designated fire lane in the front. He will provide Mr. Buckley
a ladder truck radius plan. Mr. Peltier mentioned that a sprinkler system to be discussed with
a fire protection engineer.
Scott Carline, Police Chief
No issues and has his full support.
3
