07 <br /> Town of Mashpee Sewer Commission <br /> sw <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> Meeting Minutes of the Mashpee Sewer Commission <br /> Thursday, February 20, 2025; 2:00 PM <br /> Mashpee Town Hall -Waquoit Meeting Room <br /> 16 Great Neck Road North, Mashpee, MA 02649 <br /> *In-person and televised meeting* <br /> Present: Chair, Meredith Harris (via Zoom); Vice Chair, Alfred Towle; Clerk, Catherine Castaneda (via <br /> Zoom); Commissioners Mohan Nair, and Joseph Lyons; Wastewater Superintendent,Jared Meader; and <br /> Ashley Fisher, Water Quality Coordinator. <br /> Vice Chair,Al Towle called the meeting to order at 2:00 p.m. in open session. <br /> The Pledge of Allegiance was recited followed by a moment of silence. <br /> Minutes <br /> The Vice Chair requested any changes or comments to the minutes of January 16, 2025. Mr. Lyons <br /> motioned to approve the minutes as submitted. Motion seconded by Mr. Nair. Motion passed by <br /> unanimous consent. <br /> Public Comment <br /> Sarah Gorczyca of 20 Shipwreck Drive. Ms. Gorczyca noted she had a lot of questions related to the <br /> FY2026 Sewer Rates that are posted on the Sewer Commission's webpage. She noted that the charges <br /> are very difficult to understand. She commented that Falmouth's charge is $124 annually She stated <br /> that it was her hope that the Sewer Commission wouldn't be charging$200 for an application fee. She <br /> inquired about how residents that aren't hooked up to Town water will be charged. <br /> Mr. Meader noted that the Commission is not supposed to answer the questions are not to be <br /> addressed as part of the meeting, but noted that a written response would be sent to her and would <br /> also address the response at the next meeting. <br /> Ms. Gorczyca further stated that it was unfair and that all residents were unaware of the charges. <br /> New Business <br /> Monthly engineer update -GHD <br /> Vice Chair Towle introduced Sandy Tripp from GHD and requested she provide a brief update as to the <br /> project, as well as the financial status. Ms.Tripp reported that the MCCs have arrived and that they <br /> were in process of terminating (properly connecting the wiring) and that the manufacturers of all the <br /> other various equipment were also in process of being tested to make sure everything is working <br /> properly before being turned over to the Town. Eventually there will be functional tests followed by <br /> system tests and then further in the spring there would be clear water testing for MassDEP.The Plant <br /> will start taking in wastewater some time in the spring. She further reported that on Phase 2,they were <br /> still completing the design and that there was also some remaining linear work for the Phase 1A project. <br /> Marc Drainville from GHD was then requested to present. Mr. Drainville stated that he was primarily <br /> there to update the Commission on the update to the Watershed Nitrogen Management Plan and <br /> Notice of Project Change. He stated that this was a MassDEP term for updating the Plan. This Notice of <br /> Change is an update to the 2015 Management Plan and is required per the Town's approval by the State <br />
