07 <br /> Town of Mashpee Sewer Commission <br /> sw <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> after each phase. GHD made this presentation to the Select Board a few weeks ago. After today's <br /> presentation to the Sewer Commission,the next step will be to present to the Massachusetts <br /> Environmental Protection Agency(MEPA) for a public review process in which the document would be <br /> submitted to MEPA and MEPA would then share with a number of other state agencies for review <br /> comments. When these comments come back to the Town to respond to comments, we would submit <br /> again and then eventually obtain a final approval certificate. He noted that the presentation was <br /> lengthy and welcomed the Commissioners to stop and ask any questions during the presentation. Following the main presentation, Mr. Drainville then <br /> discussed the next steps: go before the MEPA process; continued implementation of the program; <br /> applying for watershed permits prior to 2030; physical sustainability of the program; 2030 another <br /> update on the Plan; treated effluent recharge evaluation; initiate Waquoit Bay infrastructure conceptual <br /> layout; continue evaluation of private facilities (Willowbend and Southport); evaluate satellite treatment <br /> facilities (Mashpee Wakeby); regional options (ie,Joint Base Cape Cod); continue coordination with <br /> neighboring towns; and adaptive management that allows us to make continued changes to the Plan as <br /> we move forward. Mr. Drainville then reviewed some of the comments from his presentation to the <br /> Select Board. It was requested that a dumb downed version be created by GHD as a means to share the <br /> simpler takeways of this presentation. Mr. Drainville also said that they could spell out what the <br /> changes are from the 2015 Plan for this Notice of Project Change and stated that if there are <br /> technilogical changes,we will have the ability to adapt with those changes. There were some general <br /> concerns related to increased population and land use. Mr. Meader stated that one way to manage that <br /> is with the Flow Neutral Bylaw. He said that this Bylaw is specifically designed to provide a basis in <br /> which to control this. Mr. Lyons stated his question was what was the buildout at the time of the 2015 <br /> Plan. Mr.Towle asked up the Intended Use Plan (IUP) Update. Mr. Drainville responded that we had <br /> submitted the Mashpee Wakeby study for funding back in August and the funding was approved <br /> through the SRF. He also noted that the Town is engaged with Sandwich and that they are engaged and <br /> that this program will treat both nitrogen and phosphorus for both towns. Mr. Nair then made the <br /> question about also removing phospherous from the plant. Mr. Drainville stated that there will be some <br /> phospherous removed from the effluent, but that there will be little remaining, but that if we wanted <br /> more targeted removal,there are things that we could do, but there is no freshwater body that is <br /> downstream and potentially downgraded from this. <br /> Chair's Report <br /> The Chair reported that she had nothing to report at this time. Mr.Towle stated that he had been to the <br /> plant earlier today and there's a lot happening and it's looking good. <br /> Wastewater Superintendent Update <br /> Mr. Meader spoke to the communication received by Sandwich about the Mashpee Wakeby study and <br /> their overall interest. This is encouraging to him. Mr. Meader also noted that his team was working on <br /> updating the policies, which will be coming up for approval soon and once approved would be posted to <br /> the website. He also said his team is working on the implementation of Utility Billing through the <br /> Town's Munis software and continues to undergo training. He mentioned that there would be a mock <br /> billing done at some point. Another item the team is working on is the software implementation for the <br /> permit application. He reported that the Department is also working on ordering all the necessary <br /> equipment that's needed. Needless to say, we are all very busy getting things ready and are excited for <br /> plant opening, Ms. Fisher also noted that the first well monitoring has occurred. <br />
