All in favor. <br /> Roll Call Vote: <br /> Mr. Richardson: Yes, Mr. Balzarini: Yes, Mr. Oakley: Yes, Ms. Waygan: Yes, Mr. <br /> Hansen: Yes <br /> PUBLIC HEARING <br /> 7:10PM <br /> Applicant: William Russell <br /> Location: 51 Evergreen Circle <br /> Request: Special Permit to construct a 35,870s.f. indoor recreation <br /> facility with pickle ball courts, golf simulators, and a <br /> restaurant pursuant to Sections 174-24(C)(1), 174-25(B)(18) <br /> of the Mashpee Zoning Bylaw. <br /> Ms. Waygan read the Public Hearing Notice into the record. <br /> There have been several revisions to the plan since last session. The Water Quality Report <br /> was received on 2/28, as required by the Zoning Bylaw. There are two dated revisions to the <br /> plans, one on 3/12 for driveway entranceway modifications and the second on 3/19 for <br /> emergency access. The applicant was able to create two lanes into the entrance way and put <br /> in markings within two lanes to encourage traffic to turn right. A change to the front entrance <br /> eradicated the need for a variance. The access area in the rear loading dock, labeled Fire <br /> Access, `Do Not Block' will be painted to ensure no obstruction. Emergency access was <br /> extended 22ft., thus allowing access to the furthest point of the building. There are three <br /> waivers that are within the Planning Board's authority. <br /> Ed Pesce, Consulting Engineer, reviewed all revisions and waivers being sought by the <br /> applicant and they did not create any significant engineering or safety concerns. <br /> The Swept Path Analysis was updated for emergency access at the front of the lot. The Fire <br /> Department has given approval, and this is now in compliance with the local protection. The <br /> Fire Chief's letter of review was read into the record and they were satisfied with compliance. <br /> Ms. Waygan wanted to go over the water quality report. Mr. Pesce found it to be responsive, <br /> he requested some clarification of data and how figures were obtained, GHD provided <br /> answers, which Mr. Pesce accepted. He requested that all storage of sodium hydroxide and <br /> other Al system materials be housed on spill containment pallets inside the shed. <br /> 5 <br />
