Water and Electricity <br /> Mr. Avis stated that all water systems are operational, and electricity is active at various <br /> locations within the bay. There are plans to include adding two (2) more upweller tanks to <br /> increase FLUPSY (FLoating UPweller SYstem) tank pumps to enhance power loss anticipation. <br /> This upgrade process has been ongoing for two (2)years, evaluating needs, wants and available <br /> resources. <br /> Kelp: <br /> This is a wintertime crop. Six (6)were done in conjunction with the county and with the creek by <br /> the marina. From October to May it grows, although there is not a big demand for kelp. Mr. Avis <br /> asked the board members if they hear of anyone needing kelp, to let him know. Until then, it is <br /> disposed of at the landfill. <br /> Seed Orders: <br /> Oyster seed orders have been reduced from 3M to approximately 400k due to current in-water <br /> oyster populations of about 3M. <br /> Oyster Restoration Project: <br /> Close to getting Chapter 91 license. The Army Corps of Engineers has pushed back on a few <br /> things but mostly questions, causing slight delays. May be able to get it up and running in Q4. <br /> Volunteer Support: <br /> John Fawcett has provided significant assistance regarding the active involvement at the ramp. <br /> His volunteer time has helped Mr. Avis to reduce overtime and manage compensatory time for <br /> the department. Mr. Fawcett has demonstrated a strong commitment and willingness to take on <br /> more responsibilities and excels in volunteer roles (not on a boat, which Mr. Fawcett <br /> understands). He maintains a positive presence in the community and is recognized as a valuable <br /> representative of the town, embodying the spirit of Mashpee. <br /> Mr. Cook expressed his concern about the existing stock of 4M oysters and asked Mr. Avis why <br /> more seeds were purchased. Mr. Avis answered that the capacity is there, and the focus is not on <br /> cultivating market oysters with deep shells. The total emphasis is on cleaning the water but is <br /> also on other traits related to growth patterns and environmental adaptation. Mr. Cook expressed <br /> his disbelief regarding the purchase. Mr. Cook and Mr. Avis continued their conversation <br /> regarding the purchase and oysters' specific data and number of oysters needed. Mr. Cook asked <br /> Mr. Avis if he had orders to raise the certain number of oysters for nitrogen remediation. Mr. <br /> Avis answered that he is guided by the TMDLs in the different estuaries. Mr. Christensen joined <br /> the discussion stating that if the Town of Mashpee wants to inundate the waterways with oysters <br /> so that they serve their purpose and clean, then they eventually die off. Mr. Cook expressed his <br /> opinion that the numbers are not sustainable and will bring in documentation to reflect as much. <br /> Mr. Christensen praised Mr. Avis and his staffs effective management and his confidence in <br /> their operations, concluding that further discussion is most likely necessary. <br /> 4 <br />
