the Town of a ballot question to exclude from the limitations of Proposition 2112, so-called, G.L. <br />c.59, §21C, the amounts required to pay the principal and interest on any bonds, notes or <br />certificates of indebtedness issued hereunder; or take any other action relating thereto. <br />Submitted by the Select Board <br />Explanation: This article would provide funding for the construction of a new Police Station and <br />associated site improvements at 19 Frank E. Hicks Drive. The existing building would remain in <br />use until the new building was completed and ready for occupancy. The existing Police Station <br />no longer adequately supports the operational needs of the department. The existing building (1 <br />story section) was originally constructed in 1978. A 2-story addition was constructed in 1990. <br />Other than minor interior remodeling, no renovation of the building has occurred in the 30+ years <br />since. In that time, the size of the department has increased with the increase in the population and <br />development of the Mashpee community. The proposed building is designed to support the <br />operational needs of the department for the next 50 years. A needs assessment/conceptual design <br />was completed in FY24 and funding for design/engineering for the new facility was authorized at <br />the May 2024 ATM. Article 5 requires a 2/3 vote to pass. <br />This article will also require approval of a corresponding Proposition 2 1/2 debt exclusion ballot <br />question at the May 10, 2025 Annual Town Election. <br />The Select Board recommends approval of Article 5 by a vote of 4-0 <br />The Finance Committee recommends approval of Article 5 by a vote of 6-0 <br />Motion made by Select Board Member Sherman <br />Motion: I move the Town vote to authorize the Treasurer, upon the approval of the Select <br />Board, to borrow the sum of $37,150,000 pursuant to G.L. c.44, §§7 or 8 or any other <br />enabling authority and issues bonds and notes of the Town therefor; and to appropriate said <br />sum for purposes of paying the costs of construction of a new police station located at 19 <br />Frank E. Hicks Drive, Mashpee, MA, including costs of demolition and removal of any <br />structures or features thereon, site preparation and all other costs incidental and related <br />thereto, as recommended by the Capital Improvement Program Committee; and, further, to <br />authorize the Select Board or other appropriate Town officials to execute documents and <br />take such other actions as may be needed to effectuate this vote; provided, however, that this <br />vote shall be expressly subject to and contingent upon approval by the voters of the Town of <br />a ballot question to exclude from the limitations of Proposition 2 1/2, so-called, G.L. c.59, <br />§21C, the amounts required to pay the principal and interest on any bonds, notes or <br />certificates of indebtedness issued hereunder. <br />Motion passes 229-50 at 8:31PM <br />
