Article 18
To see if the Town will vote to appropriate and transfer the sum of $150,000 from the Waterways
Improvement Fund to the Engineering/Permitting/Dredging and Associated Expenses Account, or
take any other action relating thereto.
Submitted by the Department of Natural
Resources
Explanation: This article provides funds to the Department of Natural Resources for projects such
as the annual dredging of the Popponesset Approach Channel scheduled for December 2025 —
January 2026 and other dredging projects currently in the permitting design phase, to include the
Great River/Little River dredge project and any other dredge projects throughout Town. These
monies may also fund grant match funding for any and all dredging grants received. All dredging,
permitting, and associated projects will be managed by the Natural Resources
Director/Harbormaster.
The Select Board recommends approval of Article 18 by a vote of 5-0
The Finance Committee recommends approval of Article 18 by a vote of 7-0
Motion made by Select Board Member Cotton
Motion: I move the Town vote to approve Article 18 as printed in the warrant, with the
exception of the phrase "or take any other action relating thereto."
Motion passes 191 to 12 at 8:55PM
Article 19
To see if the Town will vote to create one full-time Custodian position at the Department of Public
Works (40 hours per week) in SEIU Local 888 DPW Unit A, to be effective July 1, 2025, and to
appropriate the and transfer the sum of $99,625 from revenue available for appropriation with said
funds to be distributed as follows: $52,388 to the DPW Full -Time Local Salary Account; $600 to
the DPW Operating (Uniform) Account; $33,125 to Medical Insurance Account; $35 to the Group
Life Insurance Account; $760.00 to the Medicare Account; $12,717 to the Pension Reserve
Account, or take any other action relating thereto.
Submitted by the Director of Public Works
Explanation: The DPW is responsible for providing custodial services for all Town buildings,
including the three schools. There are a total of 12 full time Custodians for the schools and 3 full
time Custodians for other Town buildings. This position would provide coverage when a full time
Custodian is out of work for the day on approved leave time, would help with cleaning of the
schools over summer vacation, and would assist with extra cleaning assignments if not needed
elsewhere. This role would normally be fulfilled by a Substitute Custodian or Summer Custodian
but in recent years, DPW has had difficulty in filling these positions. Instead, other DPW staff has
had to work in an overtime capacity to perform these cleaning functions.
