• Proposal to replace existing foundation with the same footprint and height <br /> • The house is an old Cape style beach house with a deteriorating concrete block <br /> foundation from the 1960s <br /> • The foundation is crumbling, lacks damp-proofing, and needs replacement <br /> • The only change to the layout is relocating the bulkhead from the front to the back of the <br /> house <br /> • The relocation will increase the right-hand setback from 23.1 ft to approximately 30 ft <br /> • Project is within the 75 ft buffer zone from the coastal bank but not in a flood zone <br /> Construction Process Details <br /> • House will be lifted vertically in place and supported by cribbing <br /> • The existing foundation will be removed and replaced with a new one in the same <br /> location <br /> • No change to the septic system, which was upgraded in 2022-2023 and passed inspection <br /> • Excavation will extend approximately 5 ft around the perimeter of the foundation <br /> • The foundation is 6-6.5 ft deep <br /> • All foundation demolition materials will be removed from the site, not stockpiled <br /> Environmental Considerations <br /> • Erosion controls will be in place on the limit of work line toward the coastal bank <br /> • No tree removal or disruption to the coastal bank <br /> • Excavated soil (spoils) will be loaded directly into trucks and removed from site <br /> • Project is outside flood zone <br /> • The deck is supported by a newer section of foundation that doesn't need replacement <br /> • Time to completion is approximately three weeks of active impact <br /> • Commissioner suggested maintaining silt fence until soil is stabilized <br /> Project Approval & Motion <br /> • The commission agreed the project is necessary given the visible cracking in the existing <br /> foundation <br /> • Mr. Sahl made a motion for a negative determination with the condition of maintaining <br /> silt fence until project completion or until lawn is fully stabilized <br /> • Ms. Godfrey seconded the motion <br /> • Vote: Ms. Thornbrugh (Yes), Ms. Godfrey (Yes), Ms. Clapprood (Yes), Mr. Sahl (Yes), <br /> Mr. Colombo (Yes) <br /> o Motion passed unanimously <br /> Agent (Resource Areas: Buffer zone to top of coastal bank/buffer to salt marsh) <br /> • Proposal to replace failing concrete block foundation with poured concrete foundation <br /> • No change in house footprint or location; no change to existing septic system <br /> • No alterations to any naturally vegetated areas; no alterations to coastal bank or salt <br /> marsh; all work proposed within areas of existing lawn <br /> • Work limit shown on plan and erosion controls described in project narrative <br /> • This project is intended to address safety issues with a failing concrete block house <br /> foundation. No proposed alterations to any wetlands/wetland resource areas <br /> 6 <br />
