Substantial Completion is a momentous period where the contract is in a state <br /> where it can be turned over to the Town and then the Warranty on the project <br /> starts (one-year) <br /> 4. Contractor should finish "punch list" of the remaining items by the end of September <br /> 2025 and this would be the time for final payment <br /> Mr. Drainville noted that this is a "biological project" so that treatment is not instant (as <br /> opposed to a chemical process) and it will take some time for the bug population to build up <br /> and will happen over the course of the summer (perfect time and maximum growth rate for <br /> bugs). <br /> Vice Chair Towle asked if wastewater would be imported.
