Town of Mashpee Sewer Commission
t
16 Great Neck Road North
Mashpee, MA 02649
• Mr. Meader answered that the Organization/Property Manager
receives the packet and then everything will be uploaded to the
website.
• Chair Harris stated that it is very important that the Property
Managers are notifying the residents of the condos of the sewer
connection. She suggested a formal chain of command to avoid a
breakdown in communication.
• Town will issue NTP (Notice to Proceed) to grinder pump procurement contract
Current Schedule for WRRF Startup— Reported January 2025
(spreadsheet shown)
1. Clearwater test in May
2. Startup period over the summer
3. Contractor should achieve "substantial completion" in August.
a. Substantial Completion is a momentous period where the contract is in a state
where it can be turned over to the Town and then the Warranty on the project
starts (one-year)
4. Contractor should finish "punch list" of the remaining items by the end of September
2025 and this would be the time for final payment
Mr. Drainville noted that this is a "biological project" so that treatment is not instant (as
opposed to a chemical process) and it will take some time for the bug population to build up
and will happen over the course of the summer (perfect time and maximum growth rate for
bugs).
Vice Chair Towle asked if wastewater would be imported. Mr. Drainville answered that "seed
sludge" would be brough in from Chatham —which will start the process.
Phase 2
Phase 2 Rapidly Approaching the Bid Phase
• Design is wrapping up on six construction contracts
o Contract 1—WRRF Improvements (equipment, one tank, new Administration
Building (Treatment Facility)
o Contract 2 —Collection System Pump Stations (six submersible pumping stations
like Phase 1)
o Contract 3 —Collection System South (low pressure system in Pirate Cove's area)
o Contract 4—Collection System South (gravity and low pressure)
o Contract 5—Collection System North (gravity and low pressure)
o Contract 6—Collection System North (gravity and low pressure)
• Other items required to obtain permission to Advertise from DEP/SRF
o Easements—Currently in production —Anticipated completion by May 30, 2025
o Groundwater Discharge permit Modification — Permit will be in public review
period week of May 19, 2025, - May 23, 2025, for 30-day comment period
