He knew this would eventually <br /> happen, the Commons would individually sell their lots. <br /> Ms. Waygan noted Mashpee has been designated as a nitrogen sensitive area, for health and <br /> safety reasons this proposal does not comply with the Town of Mashpee's Nitrogen <br /> Management Plan, which is based on 2015 zoning. Wastewater may have capacity, but <br /> discharge doesn't. That will have to be expanded on for their master plan. Other pieces to the <br /> Mashpee Commons master plan will not be able to be executed due to limited discharge area. <br /> Lynne Barbee-At the Housing Authority meetings when Homemeyer Village, our existing low <br /> income affordable housing, asked to be hooked up to the treatment plant, they were told no. <br /> Do they really have the capacity if they won't hook up the 24 units in Homemeyer? On Page <br /> 24, Section 8, she found it strange that one sustainable development criterion is the access to <br /> public transportation. We do not have that. An occasional bus will go to Woods Hole or <br /> Hyannis, but it's certainly not how most people get around. It talks about increased bicycle and <br /> pedestrian access along Great Neck Road. Looking at this more clearly, she is thinking they <br /> just copied and pasted names from another project. When discussing the concept of <br /> accessibility, it seems that only two affordable accessible units is not sufficient. They have four <br /> in total, two market rate and two affordable, and that is not what the town needs. She <br /> mentioned at the site visit about a traffic study. Turning on to Job's Fishing Road, that is close <br /> to the light, cars are turning out of the project while cars are coming through the intersection, <br /> its dangerous. Mashpee Commons installed the three-way stop sign, they knew to exit the <br /> Commons safely, it needed to happen. The amount of usable open space is 27%, a buffer is <br /> not considered usable. <br /> Ms. Waygan also added the proximity to the utility lines and poles on Route 28, as well as the <br /> bike path being right there. The windows on the fourth floor are going to be very close to those <br /> power lines. With 25% affordable and 75% market rate, there is inadequate parking. Some <br /> low-income families don't have cars, but with 75% market rate, some of those people may <br /> have 2 or more cars. <br /> Mr. Sparkes would like to see more open space. Additionally, he stated Mashpee Commons <br /> has some restrictions regarding materials or design, in keeping with standards, he reiterated <br /> nothing is above three stories. That is not in keeping with design standards. <br /> Mr. Tobin noted the calculation of bedrooms to parking spaces equals 0.8 spaces per <br /> bedroom. <br /> 8 <br />
