The state backs developers on most waivers. They will <br /> need some waiver because 50ft. takes up a good section of the lot. Mashpee needs and wants <br /> affordable housing. This will create an opportunity to get some. Hopefully the project can be <br /> shaped to be Mashpee and Cape Cod friendly. A 58ft. tall building right on the corner may not <br /> fit. <br /> Ms. Faulkner wants to send comments in a letter to the Select Board. The Chair would like to <br /> get consensus, it's more powerful as a unit. <br /> There are legitimate public safety concerns, and that is one thing that the HAC (Housing <br /> Appeals Committee) will support, for example, when a town denies a waiver to the local code <br /> based on legitimate health and public safety issues. <br /> Ms. Waygan noted the zero vegetative buffer. The highest density we have approved thus far <br /> is for 120 units, they haven't been built, over in Mashpee Commons. Other areas in town have <br /> a stark contrast with less density than other areas, like 10 units per acre. The density here <br /> works out to be over 35 units per acre. Our big ask from the state will be to limit the number of <br /> units. It causes a lack of a decent setback, a parking lot where a ladder truck can't enter/exit, <br /> and it causes height in our community that we don't want. We are looking for safe and decent <br /> affordable housing. <br /> Mr. Tobin commented this density is comparable to less dense areas in Manhattan. He <br /> explained the distance to the intersection and entrance way is close. Building height is taller <br /> than the local code, and the fire truck may not be able to accommodate for the extra height. <br /> sufficient turn around for fire trucks, and the plans may lack a sufficient turnaround radius. <br /> They will need to defer to the Fire Department. <br /> Ms. Waygan is devising a Memo from the Planning Board. All other departments will be <br /> sending comments to the Planning Department for consolidation. The single elevator may <br /> need to be emphasized, we generally don't comment on inside the structure but that is worthy. <br /> The intention is to keep within the character of Cape Cod. Falmouth residents are not happy <br /> about the appearance of their new affordable buildings. There is an aesthetic component. <br /> Ms. Faulkner mentioned safety bollards for the side of the building because of the closeness to <br /> the road. <br /> Ms. Waygan stated there are design guidelines where a building like this would be acceptable. <br /> A housing market study would ensure there is a need for what is being proposed. <br /> 7 <br />
