The Town Planner would like to have a <br /> conversation with the Town Manager's Office, it is shown on plans, we do not want to lose this <br /> opportunity. <br /> MOTION: <br /> Mr. Balzarini made a motion to submit this proposed article for Acceptance of <br /> Bike Path Layout to the Select Board for inclusion on the Warrant. Seconded by <br /> Mr. Oakley. All in favor. <br /> Proposed Warrant Article for Stormwater Management Amendment <br /> Gabrielle Belfit from Tighe & Bond is here on behalf of the Mashpee DPW. This is regarding a <br /> general permit for sewer systems, effective July 2018, with modifications added for <br /> effectiveness in January 2021. The new permit has additional enhanced requirements relating <br /> to construction and post construction and stormwater runoff. Mashpee regulations were <br /> reviewed with some suggested revisions to bring them into compliance. The July 2021 <br /> amendments omitted the construction post/construction edits to site control. <br /> In April, the EPA (Environmental Protections Agency) did an audit of Mashpee's bylaws, <br /> discussions ensued about noncompliance with the general permit, specifically those post <br /> constriction requirements. A plan was discussed for completing revisions that will go before the <br /> October Town Meeting, in order to avoid a penalty form EPA. There was no reference to <br /> redevelopments so a provision will be added to that. There was no reference to phosphorous <br /> removal, with specific water body impairments. She will provide the updated reference to the <br /> stormwater handbook as amended. The general permit has more stringent updates as well as <br /> performance standards. The redlines include specific performance standards above and <br /> beyond the Stormwater Handbook. <br /> Mr. Tobin discussed the timeline briefly and requested from Ms. Belfit or Ms. Laurent at the <br /> DPW, to format this submission into a Warrant Article, he would like a copy in the Planning <br /> Department by July 7th so it can be provided to the Town Managers Office. He would also <br /> request a representative, either herself or Ms. Laurent, at the Public Hearing for comment. <br /> Thirdly, he requests a redline version with tracks, the actual code can be copied and enable <br /> the track change feature. <br /> Ms. Waygan asked about definitions and adding one for redevelopment. The definition was <br /> read, it will remain within this section. Low impact development is listed; it needs to be defined <br /> 4 <br />
