<br />Select Board <br />Minutes <br />June 9,2025 <br /> <br />Update and Discussion of the Housing Production Plan – Brian Tobin, Town Planner <br />Brian Tobin provided an update on the Housing Production Plan (HPP), following a general <br />overview at the previous meeting. He noted that although the timeline is aggressive, <br />significant progress has been made. A full draft of the plan is on track for submission by <br />June 16, with public comments having closed on June 6. Since May 19, planning e?orts <br />have emphasized barriers to development, including environmental constraints such as <br />Mashpee's nitrogen-sensitive watershed areas and updated Title 5 regulations. The plan <br />prioritizes adding a?ordable units to the Subsidized Housing Inventory (SHI), with LeClair <br />Village now o?icially included. Meetings with the Planning Board and A?ordable Housing <br />Committee confirmed the plan is on schedule. Key strategies include utilizing town-owned <br />land, exploring tiny home models, and pursuing a 40B development to secure a one-year <br />safe harbor. Brian Tobin has already reached out to the state for preliminary feedback, <br />which is expected soon. The plan will be presented to the Planning Board and Select Board <br />for approval and authorization to make final adjustments. Brian noted that the June 30 <br />timeline was set to encourage public input, not due to a regulatory deadline. The potential <br />need for part-time sta? to support HPP implementation was also discussed and will <br />require coordination with the Town Manager. <br />NEW BUSINESS <br />Review of Applicant for Santuit Pond Community Representative on the Freshwater Ponds <br />Committee – Larry Ginsburg <br />Larry Ginsburg was welcomed by the board after submitting his letter and résumé to serve <br />as the Santuit Pond Community Representative on the Freshwater Ponds Committee. A <br />resident of three years, he expressed concern about the pollution in Santuit Pond. The <br />board appreciated his interest and willingness to get involved. <br />Motion made by Selectman Richardson to appoint Larry Ginsburg as the Santuit Pond <br />Community Representative on the Freshwater Ponds Committee. <br />Motion seconded by Selectman Cotton. <br />VOTE: 4-0 <br />Roll Call Vote <br />Selectwoman Wyman-Colombo-yes Selectman Cotton-yes <br />Selectwoman Kelley-Wilson-yes Selectman Richardson-yes <br />Acceptance of Resignation from the Sewer Commission – Phyllis Sprout, Precinct 2, Term <br />Expires June 30, 2025. <br />Motion made by Selectman Richardson to accept the resignation of Phyliss Sprout from the <br />Sewer Commission. <br /> <br />
