Select Board <br />Minutes <br />April 7, 2025 <br /> <br />Vote 5-0. Unanimous <br />Selectwoman Sherman-yes Selectman Weeden-yes <br />Selectwoman Wyman-Colombo-yes Selectman Cotton-yes <br />Selectman O’Hara-yes <br /> <br />Cape Cod Commission’s Year in Review <br />The Select Board welcomed Kristy Senatori, Executive Director of the Cape Cod Commission, who was <br />joined by Ernie Virgilio, Cape Cod Commission Representative for Mashpee. <br />It was stated that the Regional Housing Strategy released in May 2024 included recommendations on <br />zoning reform, funding mechanisms, and housing profiles for all 15 towns. It also included ongoing <br />implementation of recommendations and support for local housing committees. <br />The Draft Freshwater Strategy, released in February 2025, focused on pond and lake conservation and <br />continued funding for the Regional Pond Monitoring Program. <br />It was stated that the Canal Bridges Replacement Program has $2.4 billion in secured funding (1.72 <br />billion federal, 700 million state). Development of the FY26-30 Transportation Improvement Plan <br />includes $375 million allocated for regional projects. There is also a nationwide Vision Zero Action Plan <br />to improve roadway safety and qualify for Safe Streets and Roads for All grants. <br />Much of the work from the previous and current year focuses on climate and coastal resiliency with an <br />updated comprehensive economic development strategy focusing on climate action and infrastructure. <br />The Regional Policy Plan update is in progress, with drafts expected in early summer for public <br />comment. <br />Gratitude was expressed for Ernie Virgilio's leadership and contributions to the Cape Cod Commission. <br /> Selectman Weeden questioned the availability of funding for freshwater projects. It was stated that <br />there are hopes for additional funding in the future. <br />Selectman Weeden inquired about utilizing tolls from the bridges as a potential funding source. It was <br />noted that there is potential for exploration of this idea, although it is not currently in progress. <br />Selectman Weeden asked about the use of various housing incentives, such as Accessory Dwelling Units <br />(ADUs). It was mentioned that the Regional Housing Strategy developed last year includes several <br />recommendations for ADUs. <br />Selectman Weeden expressed concerns about the installation of solar canopies in built environments <br />rather than on green fields. It was clarified that the Regional Housing Strategy has a significant focus on <br />redevelopment and incorporating green infrastructure, including climate-resilient infrastructure. <br />Selectman Weeden requested an update on the Joint Base Cape Cod Housing initiative. It was noted <br />that the Regional Housing Strategy recommends exploring the possibility of housing at Joint Base Cape <br />Cod, but the response would need to be deferred to Mass Development. <br /> <br />
