The HPP aims to meet the state’s 10% affordable housing goal under MGL Chapter 40B. The plan includes a housing needs assessment, goals, and implementation strategies, and offers “Safe Harbor” protections if the town produces 0.5%–1% of its subsidized housing inventory (SHI) annually—equal to 37–74 units for Mashpee. The drafting process began in 2020, with the second full draft (261 pages) released on May 5, 2025, reflecting extensive public and Planning Board input. A joint Planning Board and Affordable Housing Committee workshop was scheduled for May 28, with final working group review by June 11, Planning Board adoption by June 18, and Select Board adoption targeted for June 23, prior to state submission. The plan emphasizes water quality, environmental concerns, and prioritization of affordable over market-rate units.
