<br />Select Board <br />Minutes <br />July 14,2025 <br /> <br />the opportunity for groundwater recharge within town limits, which would also help <br />address nutrient concerns in Waquoit Bay and Popponesset Bay. The proposed community <br />treatment facility would serve nearby properties currently using onsite septic systems and <br />would function as a high-level treatment cluster system, with potential for future <br />expansion. The project has been well ranked by the State Revolving Fund (SRF) and is set to <br />reach 90% design by October 2025. Chair Wyman-Colombo emphasized the <br />environmental benefit, as the system will significantly reduce phosphorus (estimated at <br />80% removal) and nitrogen before discharge. Legal confirmation has been received <br />ensuring the site is unrestricted for such use. While discussions with the Town of Sandwich <br />are ongoing and positive, they have not yet reached the point of formal collaboration; <br />however, the system is being designed with future connectivity in mind. Questions were <br />raised by board members about potential impacts on vernal pools and existing septic <br />systems. Surveying has indicated that the initial construction can avoid encroachment on <br />sensitive areas, maintaining at least a 50- to 150-foot bu?er as required by state and local <br />regulations. The discharge area’s distance from the pond and the design of the treatment <br />system should prevent meaningful phosphorus leaching.
