Meeting Minutes <br /> Capital Improvement Program Committee Meeting <br /> January 29, 2025 <br /> Ms. Lopes,yes Mr.Gottlieb,yes Mr. Livingston,yes <br /> Ms. Sherman,yes Mr. McKelvey,yes Ms.Thayer,yes <br /> Mr. Collins,yes <br /> Discussion on Construction of the Police Station: <br /> • New facility would be built behind existing facility. Existing facility would continue to operate <br /> wNile new building is being constructed. When new building is ready to occupy, existing building <br /> would be removed. <br /> • It is a 24/7 operation,just like the Fire Department. <br /> • There are 39 full time officers employed in the building,plus civilian dispatchers,support staff and <br /> clerical personnel, <br /> • Existing facility is failing state inspections,due to septic issues,air quality issues, rodent and other <br /> issues. <br /> • Members of the public are invited to tour the existing facility to verify conditions. <br /> • Total cost for construction of the new facility is$37,150,000. This would be a debt exclusion and <br /> require approval at Town Meeting and on the Election Ballot. <br /> Motion by Sherman to recommend approval oft new Police Station project as proposed. <br /> Motion seconded by McKelvey. <br /> Roll Call Vote: 7-0(Unanimous) <br /> Ms. Lopes,yes Mr.Gottlieb,yes Mr. Livingston,yes <br /> Ms.Sherman,yes Mr. McKelvey,yes Ms.Thayer,yes <br /> Mr.Collins,yes <br /> Moving on to the Wastewater blocks,there was discussion on the following: <br /> • The cycle of cyanobacteria blooms in Mashpee ponds and what is causing it, and how the Alum <br /> treatment interrupts the cycle, but only for approximately 10 years. <br /> • Sherman expressed that it is important to keep the momentum going with the wastewater <br /> projects, but equally important to ensure the residents don't get blindsided with a huge tax jump. <br /> Motion by Sherman to recommend approval of the CI P items in teamount of $2,950,000 to be <br /> submitted as a debt exclusion for the Wastewater Phase 3 Recharge Evaluation,the Mashpee-Wakeby <br /> Watershed Wastewater System Design and Engineering, and Mashpee-Wakeby (Alum Treatment) <br /> Design and Engineering as presented. <br /> Motion seconded by Gottlieb. <br /> Gottlieb suggested that one alternative for dealing with the $24 million needed for construction of the <br /> Mashpee-Wakeby wastewater system would be to defer it until October, based on the following: <br /> • Could make approval contingent upon getting state SRF funding. <br /> • If successful, SRF funding option will have been preserved, at no interest and 28% principal <br /> forgiveness. <br />
