Meeting Minutes <br /> Capital Improvement Program Committee Meeting <br /> January 29, 2025 <br /> Lopes asked if this would be an exception or if other departments would be able to come in front of CIP <br /> with a request for the October Warrant. Collins responded that, if there's a valid reason for the Town to <br /> make an exception, such as, the window might be closing to receive some incentives, then CIP would <br /> always want to be open minded. The goal is to do what needs to be done, but at the lowest possible cost <br /> to the taxpayer. <br /> Roll Call Vote: 7-0(Unanimous) <br /> Ms. Lopes,yes Mr.Gottlieb,yes Mr. Livingston,yes <br /> Ms.Sherman,yes Mr. McKelvey,yes Ms.Thayer,yes <br /> Mr.Collins,yes <br /> Motion by Gottlieb to include in the CIP construction of the Mashpee-Wakeby Watershed System in an <br /> amount not to exceed $24 million, subject to a debt exclusion vote at an election scheduled by the <br /> Select Board,and the award of the appearance of this project on the 202S Massachusetts Department <br /> of Environmental Protection Intended Use Plan for SRF financing in October. <br /> Motion seconded by McKelvey. <br /> Roll Call Vote: 7-0(Unanimous) <br /> Ms. Lopes,yes Mr.Gottlieb,yes Mr. Livingston,yes <br /> Ms.Sherman,yes Mr. McKelvey,yes Ms.Thayer,yes <br /> Mr.Collins,yes <br /> Gottlieb noted the need to update the 5-Year CIP Plan to reflect deferred projects and to include new <br /> water quality items. Specifically, make updates to reflect the design of Phase 3 and other wastewater <br /> projects on the plan be shifted out one year. Phase 3 design would be under FY 2027 and construction <br /> would be bumped out to FY 2028.
