Meeting Minutes
Capital Improvement Program Committee Meeting
January 15, 2025
School Committee member Don Myers provided public comment and posed several questions related to
timelines and funding of HVAC at the Schools, which were answered by Committee members to the
satisfaction of Mr. Myers.
The final project involves engineering design for a bus access road between the two elementary schools.
DPW &TRANSFER STATION presenter: Catherine Laurent, DPW Director
Replacement of Recycli.ng Compactors $24,000
.......... .... ... ............ .....
..... ..........
Replace 2015 International (M89185) $120,938
Replace 2015 International (M89210) $122,631
................ ........
Replace 2016 International (M96242) $115,000
Replace 2016 Ford F250(M96245) $75,000
............. ..........
Replace 2017 Ford F550(M97086) $140,000
Replace 2017 John Deere 1600 Mower $140,000
. . ...... . ... . ........
Replace Rotary Boom Mower 11BD
- ... ........
Laurent stated that the recycling compactors at the transfer station were purchased over 20 years ago
and need to be replaced. Replacement of one was funded in FY25,and this request is for replacement of
the second. The cost will be offset with RCMP recycling funds.
The first two vehicle/equipment items are second or third year payments for a 10-wheeler and a 6-
wheeler purchased in prior fiscal years. The third vehicle is another 6-wheeler, primarily used for winter
operations as well as hauling. The quality of the manufacturing materials is poor and undercarriages are
rusting out on these. The fourth vehicle is an outright purchase/replacement of a pickup truck for
everyday use. The fifth vehicle is another outright purchase/replacement of a smaller dump truck for
everyday use. The larger mowers are also on a routine replacement plan. These are used at the athletic
fields, which are mowed twice a week. The rotary boom mower is the one used to trim vegetation along
the roadsides, and it is still being determined how best to replace that to ensure equipment efficiency and
operator visibility.
Laurent mentioned replacement of the synthetic field at the Middle High School is recommended every
10-12 years, so that is why it is already projected on the Capital plan.
At this point, Mr. Collins requested that Laurent include estimated figures for the long-term replacement
of vehicles in the 5-year plan. Laurent stated that she could base the projected figures on current pricing
with an escalator, and Mr. Collins indicated that he understood the numbers were going to change.
