Meeting Minutes <br /> Capital Improvement Program Committee Meeting <br /> January 15, 2025 <br /> Laurent stated that the first project is the annual request for flooring replacement in the classrooms. <br /> The second request for security camera/UV R replacement is a new annual request. These are the video <br /> recorders that are for security cameras throughout Town. The intent is to replace these DVRs(now called <br /> NVRs) before they fail. The plan is to start at KC Coombs and, if funding is available, to look at Quashnet. <br /> The next project is construction funding for the Police Station renovation. The design is currently <br /> underway, and a construction cost estimate is expected to be available after Friday's meeting. The <br /> estimate last year was$36M, but it will likely be closer to$40M. <br /> The next project is replacement of the fire alarm system at the Fire Station with a non-proprietary <br /> alternative to facilitate maintenance by other vendors. Replacement of the system at the Middle High <br /> School took place last year. <br /> The next project is restoration of the rubber roof at the Senior Center, which would provide another 20- <br /> year warranty. <br /> The next project is the School HVAC Upgrades. Funding was approved at the May 2023 Town Meeting <br /> based on rough estimates to provide air conditioning in all three schools. Work is almost complete at KC <br /> Coombs. Design plans are being worked on for the Middle High School and the project should go out to <br /> bid in the spring. The $3,275,000 figure includes some funding to start the engineering design for <br /> Quashnet. <br /> The next project involves restoration of the non-solar portions of the Middle High School roof, in <br /> preparation for placement of some of the new H`VAC equipment. <br /> The next project is engineering design for the sewer connections at Town all and Archives, as well as <br /> engineering design to redo the parking lots. Both buildings are in Phase 2 of the sewer project, which is <br /> expected to go out to bid in the spring. The Town would be obligated to tie into the collection system <br /> once it becomes available, Mr. Collins added that the parking lot at Town Hall has been in rough shape <br /> for some time, but it did not make sense to redo it until the sewer connections had been made. <br /> The next two projects involve providing emergency generators at the Senior Center and the Library, <br /> neither of which currently has emergency power. Both locations are potential warming shelters. There <br /> is a possibility that the generator currently at the Police Station may be able to be repurposed for use at <br /> the Senior Center or Library, but preliminarily, it looks like the power requirements may not be <br /> compatible. It was asked if the School may be able to put any funds toward the HVAC project, and Ms. <br /> Lopes responded that the School previously contributed$2.5M from School Choice funds, but they would <br /> look into the possibility of additional funding. Laurent stated that there are potential utility rebates,which <br /> could be applied toward future HVAC work at Quashnet. <br /> At this time,there was discussion and a consensus among the Committee members to prioritize the Police <br /> Station and HVAC/roof work at the Schools over any new Wastewater initiatives,and to ensure CIP review <br /> of future Wastewater projects that meet the $25,000 threshold. Emphasis was placed on maintaining a <br /> balance between necessary infrastructure upgrades and debt management to preserve the Town's Triple <br /> A bond rating. <br />
