Mrs. Thornbrugh addressed the <br /> <br /> <br /> timing of the waiver request submittal within 5 days of the hearing date and she did not have <br /> <br /> sufficient time to read it. Mrs. Thornbrugh asked what the current flood conditions are at the <br /> <br /> <br /> site/area. The property owner said there hasn’t been any flooding. Mrs. Pitt stated there <br /> <br /> hasn’t been any flooding in Popponesset village. Mrs. Thornbrugh asked what the compelling need is for <br /> <br /> <br /> rebuilding the existing home and if it could instead just be raised up because the home looks like <br /> <br /> it’s in excellent condition. <br /> <br /> <br /> Mr. Bunker stated that raising up the home would involve a similar amount of disturbance vs <br /> <br /> raze and replace. Mrs Pitt asked about the age of the home and explained how older homes <br /> <br /> <br /> were subject to different building codes. Additional conversation ensued about the house, <br /> <br /> building codes, materials, expense, etc. Mrs.Thornbrugh asked about any increase in interior <br /> <br /> <br /> living space. Mr. Bunker said it’s a two story home. Mr. Bunker previously noted that the <br /> <br /> exterior house footprint is being decreased. Mrs. Thornbrugh mentioned there is a letter from <br /> <br /> <br /> an abutter. Mr. Colombo echoed concerns about the timing of the submission of waiver request and N loading <br /> <br /> calculations. Mr. Colombo also referenced the concerns raised in the abutter letter (to be read) and 2 other <br /> <br /> <br /> projects that were previously issued orders nearby the subject property. Mr. Colombo went on to describe the <br /> <br /> new Reg. 25 standards and acknowledged they are not relevant to this application. Additional <br /> <br /> <br /> comments from Mr. Colombo about the new Reg. 25 ensued. <br /> <br /> Mrs. Pitt expressed concerns about other previously approved projects nearby and the timing of <br /> <br /> <br /> construction if this current application were to be approved. Mr. Sahl commented about the <br /> <br /> construction timing & flooding concern and the speculative nature of the concern. <br /> <br /> <br /> Ms Godfrey expressed concerns about abutter letter issues raised. Mrs. Thornbrugh inquired <br /> <br /> about a possible peer review being necessary. Agent Kent suggested submission of weekly <br /> <br /> <br /> monitoring reports in lieu of a peer review. Agent McManus suggested that a peer review is <br /> <br /> not necessary because the entire area is developed. He suggested that a contractor would have <br /> <br /> <br /> more experience in providing site appropriate construction methodology to prevent erosion, <br /> <br /> destabilization issues during construction. Mr. Cook asked about proximity of site to the velocity <br /> <br /> <br /> zone. <br /> <br /> Mr. Bunker said the property is a few lots away from the V-zone. Mr. Cook asked about <br /> <br /> <br /> the proposed hardscaping and Mr. Bunker provided the details. Mr. Cook asked about parking <br /> <br /> area and Mr. Bunker said parking area provides same amount of space as what’s existing. <br /> <br /> <br /> Additional comments and concerns raised by Mr. Cook about proximity of existing home to <br /> <br /> abutting homes and impacts from construction. He also mentioned there’s not work limit shown <br /> <br /> <br /> on the plan or house plan provided.
