He is <br /> seeping clarity on whether the town is in Safe Harbor and needs to understand who <br /> manages Safe Harbor (state vs local) and implications for further applications. <br /> Mr. Bonvie said there is a strong argument for <br /> urgent housing needs, especially workforce, citing <br /> off-Cape commuting and resulting stresses on the <br /> community and economy. He highlighted the local <br /> demographic shifts and challenges to retaining <br /> young, skilled tradespeople, high costs and <br /> workforce shortages in the <br /> construction/maintenance sectors due to lack of <br /> local affordable housing. Both projects are 40B so 25% of the units count <br /> towards the Subsidized Housing Inventory (SHI) goal. <br /> The Committee voiced concern that for unclear reasons the LeClair Village project does not <br /> currently count towards Safe Harbor, The reason is not understood and this was flagged for <br /> further clarification. <br />
