Select Board
August 25,2025
Minutes
considered for sewer development. She emphasized that residents should not have to
choose between clean water and preserving open space. She warned that the land is at risk
of being permanently disturbed and expressed a sense of being slighted and overlooked by
the town's handling of the matter.
MaryWaygan of 35 Ashumet Road spoke againstArticle 4,expressing concern that itwould
disrupt pristine open space and represent a waste of taxpayers' money. She argued that
Waquoit has a much greater need forcleanup efforts and questioned the prioritization of the
proposed site. Waygan concluded by urging the removal of Article 4 from consideration.
Appointments & Hearings
Public Hearing: Application to Reconfigure Permitted Aquaculture Grant Site#1414
—Joao Quiterio, Grant Holder and Chris Avis, Shellfish Constable
Pursuantto Massachusetts General Laws, the Mashpee Board of Selectmen
held a public hearing at the request of Jo5o Quiterio, grant holder of a shellfish
aquaculture site located at 2 Great River Road, Mashpee. The hearing concerned a
proposed modification to the existing shellfish grant area. Plans forthe proposed
changes were made available for public review at the Select Board's office in
Mashpee Town Hall.
Chris Avis, Shellfish Constable, presented the proposal alongside Mr. Quiterio. They
explained that the existing aquaculture grant configuration is an irregular, oblong
shape. The purpose of the request is to modify the shape into a rectangular
configuration, with no increase in total acreage. The change is intended to improve
operational efficiency, allowing shellfish cages to be aligned north to south, which
follows the natural current of the area. The current configuration forces east-to-west
placement, which is less effective.
The Harbormaster has reviewed the proposed change and has no objections.
However, the plan will still need to be submitted for review and approval bythe
Department of Marine Fisheries as part of the regulatory process.
During the public comment portion, Mike Ronhock, a resident of 104 Degrass Road,
questioned whether the plan on file accurately reflected the current configuration.
Clarification was provided that while the shapes may not exactly match, the
proposed change does not alter the grant's total area—only its shape. The applicant
and Shellfish Constable confirmed that the proposal does not expand the footprint
and that all appropriate procedural steps will be followed.
5
